Telangana presents long wishlist of budget demands to Central government

In a letter to the Centre, Telangana said that the prime minister should ensure that funds and projects due to the state should be cleared.

Telangana IT and Municipal Administration Minister KT Rama Rao on Saturday, 13 January, reminded the Prime Minister Narendra Modi-led Central government that as the ensuing budget will be its last full-fledged budget before the elections, all the promises made to Telangana should be fulfilled.

In a letter to Union Finance Minister Nirmala Sitharaman, he said that the prime minister should ensure that funds and projects that are due to the state should be cleared.

He expressed displeasure over the lack of adequate support to the state from the Centre despite it seeking the release of grants.

Demand for funds for projects

The minister listed out the projects the state government has taken up for which it needed central funding.

For starters, funds should be allocated for NIMZ in Zaheerabad. The state has already asked the Centre for financial assistance.

The project requires ₹9,500 crore, of which at least ₹500 crore may be allocated in the budget.

The industrial corridor to be developed between Hyderabad and Wraganal, Hyderabad, and Nagpur also needs the support of the Centre.

It has been estimated that the nodes that connect Hyderabad Pharma City with NIMZ in Zaheerabad need ₹5,000 crore in funding. The Centre may allocate half of the amount in the budget.

The Hyderabad-Vijayawada Industrial Corridor is estimated to cost ₹5,000 crore. The Centre may allocate at least ₹1,500 crore for this year for the project.

Other demands

Along with these projects, KTR also gave a full list of what Telangana expects from the Centre.

They are:

  • Gas allocation for the Common Effluent Treatment Plant for the industrial park in Jadcherla under TIES.
  • Clearance for the setting up of brownfield manufacturing clusters and upgradation.
  • Reopening of the Cement Corporation of India’s unit in Adilabad.
  • Location of National Design Centre in Hyderabad.
  • Allocation of funds for Hyderabad Pharma City.
  • Inclusion of Hyderabad in the Defence Industrial Production Corridor, which the Centre is going to create.
  • Support for the Mega Textile Park in Warangal. The project needs at least ₹500 crore in the form of seed capital. The Centre may allocate at least ₹300 crore in the budget.
  • Sanction of a mega Powerloom Cluster for Sircilla, encompassing textile, weaving, and apparel parks under the Comprehensive Powerloom Cluster Development Scheme.
  • Upgradation of power looms under the IN-SITU scheme.
  • Sanction of block-level handloom clusters under the National Handloom Development Programme (NHDP).
  • Setting up of the Indian Institute of Handloom Technology.
  • Exemption of the handloom sector from GST.
  • Setting up of the campus of National Aviation University in Hyderabad.
  • Reconsidering the creation of ITIR or the sanction of a project of the same size.
  • Setting up of an Integrated Steel Plant in Khammam as part of the promise made in the AP State Reorganisation Act of 2014.
  • Special incentives for industries in Telangana.
