A day after it emerged that the Election Commission (EC) had barred the Andhra Pradesh government’s ward and village volunteers from carrying out their activities such as disbursing welfare benefits, the state government seemed to have found a way to continue the flow of funds.
The YSRCP government said on Sunday, 31 March, that its Department of Rural Development had circulated guidelines for all village and ward-level secretariat staff to carry out pension disbursement.
Elections for the 175-member Assembly and 25 Lok Sabha seats in Andhra Pradesh are scheduled for 13 May, and the counting of votes is slated for 4 June.
The YS Jagan Mohan Reddy-led YSRCP government introduced the decentralised governance delivery mechanism through ward and village volunteers. Each volunteer looks after 50 households.
In essence, they are meant to ensure last-mile delivery of the Andhra Pradesh government’s welfare schemes.
However, Opposition parties in the state believe these volunteers are the eyes and ears of the YSRCP, often collecting sensitive data that could be exploited for the elections.
And they may have good reason to harbour such a belief: In May last year, Chief Minister YS Jagan Mohan Reddy openly urged the volunteers across the state to reach out to the people and thwart the “vicious and malicious propaganda” unleashed by the “jealous TDP” and its friendly media houses against his government.
In February, the EC ordered that the volunteers were barred from participating in any election-related work in the state.
The new EC order has the following stipulations on volunteers and the state government:
Given these instructions, the state government is said to have decided to disburse the pensions through all village and ward-level secretariat staff throughout the course of the elections.
