Andhra Pradesh Cabinet okays taking up comprehensive caste survey

Discussing the proposal, Chief Minister YS Jagan Mohan Reddy said he felt it would help improve the living standards of downtrodden sections.

The Andhra Pradesh Cabinet — in a meeting presided by Chief Minister YS Jagan Mohan Reddy at the Secretariat on Friday, 3 November — cleared, among others, a proposal to take up a comprehensive caste-based census.

During the discussion on the proposal, the chief minister said he felt that it would be helpful for improving the living standards of downtrodden sections.

Some other Cabinet decisions

The Cabinet also decided to undertake another public awareness campaign about the YSR Aarogya Sri programme from 15 November to 15 December to help people download the Aarogya Sri App and educate them about free medical treatment of various diseases being provided at the listed hospitals.

By another decision, the Cabinet ratified the SIPB’s fresh investment proposals worth ₹19,037 crore that are expected to provide employment opportunities to 69,565 persons.

The Cabinet also decided to implement a new land allotment policy to set up industries, allot 5,400 acres of land for Ecoren Energy India Ltd to establish 902 MW solar energy plants in the Nandyala and YSR districts, and make an additional allotment of 2 acres of land to the MRK Group to establish hotels in the Tirupati district.

The Cabinet cleared the proposal of establishing an 800-MW wind energy plant and allot another 100 acres of land to establish a National Law University in the Kurnool district.

The Cabinet also approved the allotment of lands for the construction of government offices in several districts and the allotment of industrial land below 50 acres made by the APIIC.

The Cabinet permitted the APIIC to transform the 1,200 acres of land allotted at Pudimadaka in the Anakapalli district for setting up a thermal power plant into a green hydrogen zone and raise ₹95,000 crore in investments through the NTPC.

It has agreed to provide a huge concession on payment of electricity duty by the ferroalloys industry, which employs nearly 50,000 persons. It will impose a financial burden of ₹766 crore on the state exchequer.

The Cabinet also decided to provide a guarantee for securing a loan of ₹5,000 crore for the procurement of kharif paddy by the Civil Supplies Corporation and MARKFED.

More Cabinet decisions

Besides ratifying a DA hike by 3.64 percent for government employees and pensioners with retrospective effect from 1 July, 2022, the Cabinet has also approved the local cadre and direct recruitment draft 2023 under which the state would be divided into six zones.

Except for the posts of departmental heads, commissioners, and other state-level posts, 95 percent of the appointments for other posts would be filled by the locals.

Fulfilling the election promise made to journalists, the Cabinet also decided to allot house sites of three cents each to working journalists.

The Cabinet also agreed to allot necessary land for the construction of a town complex for the Piduguralla Municipality.

It gave a green signal to appoint experts for the training of students in future skills in 6,790 Government High Schools with the support and guidance of nearby engineering colleges.

The Cabinet also gave a green signal to provide an exemption to persons displaced by the Polavaram project and also the beneficiaries of house sites under the Navaratnalu-Pedalandariki Illu in the Visakhapatnam district from payment of stamp duty, registration fees, and user charges.

The Cabinet approved the welfare calendar for November. following which Rythu Bharosa, Vidya Deevena, and Kalyanmastu funds would be distributed on 7, 28, and 30 November, respectively.

A special historical programme would also be conducted on 15 November for the distribution of assigned and Inam lands with ownership rights and for the waiver of loans obtained by people from the SC Corporation for the purchase of lands.

Decisions on appointment

By another decision, the Cabinet approved a proposal to fill 3,200 vacancies of teaching and non-teaching staff in Universities and IIITs and also fill the Group I and Group II vacant posts in various departments.

The Cabinet also approved the proposal to appoint 467 persons through outsourcing to run the R&B guest houses, to fill 100 inspector posts in the Police Department, and sanction 22 posts for the State Police Complaints Authority, besides filling posts in the Endowments Department and establishing necessary Transport Department offices in the East Godavari and Sri Satya Sai districts, as well as recruiting necessary staff.

The Cabinet also decided to establish a dialysis research centre and super-speciality hospital at Markapuram and fill 21 posts in the Nephrology Department of the Markapuram Medical College.

It also approved a proposal to provide a Group I job to Table Tennis player Saket Mineni.
