Telangana: Union Minister Kishan Reddy urges KCR to implement Centre’s Svamitva scheme state-wide

Reddy noted, in a letter to KCR, that the technology used in the implementation of the scheme can also be used to survey agricultural lands.

Union Tourism Minister G Kishan Reddy on Monday, 3 April, urged Chief Minister K Chandrashekar Rao to take necessary steps to start the process of state-wide implementation of the Svamitva scheme — a property survey programme — which will greatly benefit the people in rural areas.

In a letter addressed to the chief minister, Reddy wrote that Prime Minister Narendra Modi launched the “Survey of Villages Abadi and Mapping with Improvised Technology in Village Areas (Svamitva)” scheme on 24 April, 2021, on the occasion of National Panchayat Raj Day, to provide property certificates to the people of rural India and, thereby, bring economic stability.

Svamitva scheme in Telangana

Reddy, in his letter, stated that the Telangana government had entered into a Memorandum of Understanding (MoU) with the central government on 19 April, 2022, regarding the scheme, which is being implemented successfully across the country.

He recalled that after the agreement, a drone survey was successfully conducted in five villages of the state selected under the pilot project, and maps related to the assets were created.

At present, the Telangana state government is left with the process of preparing the certificates related to these maps and distributing them to the claimants.

Reddy added that, on the occasion of the successful completion of the pilot project, a letter was written to the Secretary of the Union Panchayat Raj Ministry and Chief Secretary of Telangana, on 29 July, 2022, requesting the state government to implement the scheme across the state.

However, it is unfortunate that no progress has been made in this regard so far. If the scheme is implemented, the rural people will get property certificates for their houses and provide them with financial stability, stated Reddy.

Benefits of the scheme

Reddy noted that the technology used in the implementation of the scheme can also be used for the survey of agricultural lands in the state. This could possibly resolve the problems faced by lakhs of people in Telangana due to the issues with the Dharani portal run by the state government — in the matter of land records.

“I, therefore, request you to show special initiative in this regard and take steps to start the process of state-wide implementation of this Svamitva scheme of house survey, which will greatly benefit the rural people,” Reddy urged, in his letter.

Through the property certificates obtained under the scheme, it is possible to avail loans from banks and avail other benefits. The land records created through the scheme will also be useful for rural development planning, Reddy stated.

He added that the common property disputes are also likely to see a reduction through these land records. The central government has set a target to successfully implement the scheme and complete the survey process in all the villages of the country by March 2025, assured.

About the scheme so far

While the Central Panchayat Raj Ministry is the nodal agency at the national level for the scheme, the Revenue Department is acting as the nodal agencies at the state level, in collaboration with the Panchayat Raj Department of the respective states.

The Survey of India is providing technical support for implementation of the scheme. By using drone technology, a survey of the respective properties is conducted and specific maps are created. Under the scheme till now drone surveys has been completed in 2,28,659 villages across the country and maps of 1,93,579 villages have been provided to the respective state governments.

More than 6.54 crore land records have been digitised. Survey of maps in 95,339 villages has been completed, property certificates have been prepared for 62,133 villages, and the process of distribution of property certificates has been completed in 54,753 villages.
