Synopsis: BRS working president KT Rama Rao and spokesperson Manne Krishank have levelled accusations of large-scale corruption in the Telangana government. They alleged irregularities in PM Ekta Mall tenders and accused Chief Minister A Revanth Reddy of conflict of interest over land allotment to a company chaired by his brother Kondal Reddy. IT and Industries Minister Sridhar Babu rejected the claims, terming them a political drama.
The Bharat Rashtra Samithi (BRS) has levelled a slew of allegations against the Congress-led Telangana government, alleging corruption, conflict of interest, and financial irregularities.
The Opposition party raised serious concerns over a multi-crore public-private partnership (PPP) tender for the proposed PM Ekta Mall and a controversial land allotment in the Future City to a company chaired by Chief Minister A Revanth Reddy’s brother, A Kondal Reddy.
The government dismissed the allegations, terming them a political drama.

In a letter dated 10 August to Union Finance Minister Nirmala Sitharaman, BRS working president KT Rama Rao (KTR) sought the immediate cancellation of a tender for the proposed PM Ekta (Unity) Mall coming up at Raidurg in Hyderabad.
KTR asked the Centre to halt further disbursement of funds and order an independent probe into the matter. He argued that the terms of the tender disproportionately favoured the private developer over the state.
The PM Ekta malls were first announced as part of the Union Budget 2023-24 as commercial spaces to promote handicrafts and GI-tagged products from across the country. The Central government approved financial assistance to 27 states for establishing the malls after reviewing Detailed Project Reports (DPRs). The Centre had sanctioned ₹202 crore for Telangana.
The estimated cost of the project in Telangana is about ₹2,059.81 crore, excluding land costs. The commercial complex is coming up on roughly 6.3 acres of government land in Raidurg.
KTR alleged that the state government’s share would be only around 9.18 lakh square feet in the project’s nearly 27 lakh square feet built-up area. In comparison, the developer’s minimum entitlement stands at 18 lakh square feet, roughly double the government’s share, he claimed.
The developer consortium selected for the project consists of Vamsiram Builders & Developers, as lead partner, and Aparna Infrahousing. KTR argued that the state had not explained why a private consortium building on public land, and backed by Central money, should end up holding twice the commercial space earmarked for the government.
An interest-free loan of ₹200 crore sanctioned under the Centre’s Special Assistance to States for Capital Investment (SASCI) scheme is set to be routed through the Telangana Trade Promotion Corporation Limited (TGTPC) to the developer on a back-to-back basis. The tender allowed costs already incurred on planning, consultancy and site work to be adjusted against these funds. The letter objected to the funding structuring.
KTR called for the Comptroller and Auditor General (CAG) and other independent agencies to examine the land valuation, the financial model and the bid process before sanctioning funds. He cautioned against public money becoming a source of private enrichment.
The letter also claimed that BRS had consistently flagged allegations of corruption against the Congress government, but expressed apprehension over inaction from the Union government.
“The Hon’ble Prime Minister and several Union Ministers have themselves repeatedly spoken publicly about alleged corruption and the functioning of the Congress Government in Telangana. Despite this, the continued absence of any substantive response or visible action from the Central Government on several complaints submitted by us has given rise to serious questions and apprehensions,” KTR said in the letter.

Separately, BRS spokesperson Manne Krishank held a news conference on Monday, 10 August, at the Telangana Bhavan, raising concerns over a land allotment at Raviriyal in Future City.
Krishank alleged that Revanth Reddy had used his office to benefit family business interests and demanded the chief minister’s resignation to facilitate an unbiased inquiry into the deal.
As per TGIIC records, the land in question is a 20,234-square-metre government-owned parcel allotted at only ₹3,707 per square metre to Tesseract Advanced Systems, a company chaired by Kondal Reddy, the chief minister’s brother.
According to the Ministry of Corporate Affairs (MCA) website, the company was incorporated in November 2023, and the authorised capital is listed as ₹1 lakh. The registered address of the company is at Kistareddypet in Medak district.
Krishank shared that in a recent filing by Tesseract, no people were reported employed at the company. He questioned how such a company qualified for land worth hundreds of crores in the open market.
The BRS has carried the same questions to the US-India Strategic Partnership Forum (USISPF), which recently named Kondal Reddy to its India Executive Leadership Board.
In a letter to USISPF president Mukesh Aghi, Krishank, on behalf of the BRS party, said he was not alleging wrongdoing but wanted the forum to explain how it verified Kondal Reddy’s credentials.
He pointed to a social media post by USISPF confirming Reddy’s appointment to the board and describing him as bringing decades of experience to India’s aerospace and defence sector. BRS letter contrasted it with Tesseract’s mere two-year-old corporate history.
The letter pressed USISPF on whether it had checked Tesseract’s manufacturing capacity, its claimed certifications, and its finances before the appointment. The letter also brought up a 2016 criminal case from Gopanpally in which Kondal Reddy was named as the first accused, as well as a warrant issued by a court in New Jersey, US, over a bounced cheque tied to an unpaid loan. The party asked whether the vetting process took these into account.
Krishank argued that with a close relative of the sitting chief minister chairing a company positioned in a strategic sector, and gaining access to high-level forums, the burden was on the government and the forum to show that conflict-of-interest checks were applied. He maintained that any state-led inquiry into the land deal would lack credibility as long as Revanth Reddy remained in office.

Minister for IT and Industries Duddilla Sridhar Babu rejected both allegations on Monday in separate statements.
He framed the controversies as a coordinated effort by the BRS and BJP to divert attention from the previous government’s land records and to discourage industrial investment.
On the PM Ekta Mall project, Babu condemned KTR’s charges and dismissed them as a “political drama” staged for political gain rather than a genuine concern about wrongdoing. He maintained that the tender process had been carried out transparently and strictly in line with prescribed rules and procedures. He argued that it was inappropriate for KTR to politicise a project of national importance.
The minister said he had instructed officials of the Telangana Trade Promotion Corporation Limited to submit the complete tender documents, financial model, and DPR to the government, and urged KTR to stop what he called “false propaganda” around a centrally funded project.
On the Raviryala land allotment, Babu claimed that the chief minister’s brother had no connection with Tesseract Advanced Systems and said reports suggesting otherwise relied on fabricated documents circulated to tarnish Revanth Reddy’s family.
He added that the allotment had followed due process through the Consultative Committee on Electronics System Design & Manufacturing, not “behind closed doors” as alleged. But the minister’s claims were being contested using publicly available records.
Krishnak responded by sharing LinkedIn posts of Kondal Reddy, where he thanked USISPF for his board appointment. The USISPF post he reposted mentions Reddy as the chairman of Tesseract. Reddy, in his LinkedIn profile, also listed his position as the founding chairman of the company.
Meanwhile, the MCA website listed four managing directors of Tesseract: Naresh Botta, Kandra Rasi, Chilumula Seshasai Reddy, and Vidyasagar Reddy Kupireddy.
Seshasai Reddy is an active member of the Congress party from Narsapur Constituency in the Medak district and a former ZPTC from Chilipched Mandal.
