SIR: Telangana CEO orders special drive, two-day camp to enrol voters missing from rolls
According to the Election Commission, eligible voters excluded from the draft rolls who submit Form 6 applications through the special camps will be included in the final electoral rolls scheduled for publication on November 9.
Telangana Chief Electoral Officer (CEO) C. Sudarshan Reddy has ordered a special drive to trace and enrol voters excluded from the electoral rolls during the Special Intensive Revision (SIR), as well as first-time and young electors who have been left out.
Two memos issued on October 12 and 13, following a directive from the Election Commission of India (ECI), outline the plan, which aims to ensure that “every eligible elector is added, and no ineligible entries remain in the electoral roll.”
Booth Level Officers (BLOs) have been directed to compare the draft rolls with the pre-SIR rolls and prepare a list of electors who were on the earlier rolls but are now missing.
The BLOs must then visit these electors at their homes to verify their details, check their current status and help eligible individuals fill out Form 6 applications for enrolment. They are expected to cover 20-25 electors a week and complete the exercise in about a month. They must also collect Form 6 applications from other left-out voters, including first-time and young electors.
The lists will be shared with Booth Level Agents (BLAs) of recognised political parties. The lists, along with the completed forms and field verification reports, will be submitted to Electoral Registration Officers (EROs), who are the competent authorities. The EROs will decide on each case and subsequently share booth-wise lists with party representatives.
Booth-level camps are also planned, including special camps for residents of night shelters, labour colonies, homeless people and marginalised groups. District Election Officers (DEOs) have been instructed to publicise the drive widely, including through daily social media posts identifying the polling station, constituency and district.
On October 13, the CEO announced that special camps would be held at every polling station on Thursday and Friday, October 15 and 16. Anyone missing from the draft electoral roll can visit the designated locations on these two days and submit Form 6 for enrolment. BLOs must be present at the camps, and political parties have been asked to send their BLAs.
The GHMC Commissioner, who also serves as Hyderabad’s DEO, and all district collectors have been directed to publicise the camps through every available channel.
According to the Election Commission, eligible voters excluded from the draft rolls who submit Form 6 applications through special camps will be included in the final electoral rolls scheduled for publication on November 9.
The draft electoral roll published on August 17 contained 2,64,87,213 electors, compared with 3,38,26,448 before the enumeration phase. A total of 73,39,235 electors (21.70%) were excluded and classified under the Absent, Shifted, Dead and Duplicate (ASDD) categories.
Of these, 45,18,963 were marked as permanently shifted, 11,25,546 as absent or untraceable, 9,22,229 as deceased and 6,70,203 as already enrolled. Hyderabad, Medchal-Malkajgiri and Rangareddy together accounted for about 43 lakh deletions.
As of October 9, only 4.95 lakh Form 6 applications had been filed, raising concerns that nearly 70 lakh voters could remain excluded from the final electoral roll. However, the special drive could help reduce this number. The CEO has directed election officials to facilitate the enrolment of all eligible electors.
