SIR: Telangana BJP booth agent booked for filing bulk Form 7 applications in Musheerabad

All the voters named in the applications are Muslims. They include Congress booth-level agent Shafiuddin and members of his extended family.

Synopsis: Telangana police have registered an FIR against BJP booth-level agent S Balachander for submitting more than 30 Form 7 applications seeking the deletion of voters from the electoral roll in Musheerabad. All the voters named in the applications are Muslims. The FIR was registered following a complaint by the Electoral Registration Officer for the Musheerabad constituency.

Telangana police have registered an FIR against S Balachander, a BJP booth-level agent (BLA) for submitting more than 30 Form 7 applications seeking deletion of voters from the electoral rolls in Musheerabad Assembly constituency.

All the voters named in the applications are Muslims. They include Congress booth-level agent Shafiuddin and members of his extended family.

The FIR was registered at Chikkadpally police station based on a complaint by Praveen Kumar Reddy, Electoral Registration Officer (ERO) of Musheerabad constituency, according to station house officer Madhu Babu.

“We have registered the case and are currently investigating. We filed the FIR under BNS sections covering cheating and the Representation of the People’s Act,” Babu told South First.

The FIR was registered a day after Telangana Chief Electoral Officer (CEO) C Sudharshan Reddy directed EROs to act against anyone found to have knowingly made false statements or declarations in Forms 6, 6A, 7 and 8 during the Special Intensive Revision (SIR) of electoral rolls.

The Telangana Pradesh Congress Committee (TPCC) had on Monday submitted a complaint to Hyderabad Commissioner of Police VC Sajjanar, seeking FIRs against those who submitted bulk Form 7 applications. It also sought the constitution of a Special Investigation Team to investigate cases of organised Form 7 filings.

CEO directs action against false declarations

In a memo issued on October 5, Reddy directed EROs to take action under Section 31 of the Representation of the People Act, 1950, against anyone found to have knowingly made false statements or declarations in electoral applications.

The CEO’s office said it had received information about bulk Form 7 applications being filed before EROs and allegations that some of the applications were not genuine.

Form 7 is used to object to the inclusion of a name in an electoral roll or to seek deletion of a name. The direction followed reports of bulk Form 7 applications seeking deletion of eligible Muslim voters from the electoral rolls.

The Congress first raised the issue in Musheerabad on October 1, alleging that more than 30 Form 7 applications seeking deletion of members of a Muslim family had been filed by a BJP booth-level agent. Similar applications were subsequently found in Bahadurpura and Goshamahal.

One Form 7 application seen by South First had the voter’s name and address pre-filled, while the applicant’s details were blank.
