In Charts: Average assets of a Telangana MLA is over ₹13 crore; 61% face criminal charges, says report

Ninety percent of the current crop of MLAs in Telangana are millionaires with average assets in excess of ₹13 crore. And over 60 percent of the legislators have criminal records.

A report released by the Association for Democratic Reforms (ADR) on Saturday, 21 October, says 106 of the 118 MLAs who constitute the current state Assembly are millionaires. Seventy-two of the total have declared they are named in criminal cases.

The ADR, along with Telangana Election Watch, also analysed the educational qualifications and other details of the sitting MLAs.

The analysis is based on the affidavits submitted by the candidates before the 2018 Assembly elections and subsequent byelections.

BRS leaders, however, point to how several cases against its leaders, including Chief Minister K Chandrashekhar Rao, are a result of participating in the Telangana statehood agitations.

“Telangana is a state formed after a protracted people’s movement. Most BRS MLAs have movement related cases,” a senior office bearer in the BRS government pointed out. ADR has, however, based its analysis on affidavits filed by the leaders to the ECI.

61% Telangana MLAs have criminal cases

In Telangana, the ruling BRS has 101 MLAs, followed by All India Majlis-e-Ittehadul Muslimeen (AIMIM) with seven, and Congress with six. The BJP has two MLAs (and one suspended). The remaining two are independents.

Seven sitting MLAs have declared attempt to murder cases registered against them.

They are BJP’s T Raja Singh (Goshamahal) and M Bhupal Reddy (Narayankhed); BRS’ Athram Sakku (Asifabad), CM K Chandrashekar Rao (Gajwel), Finance Minister T Harish Rao (Siddipet), Danam Nagender (Khairatabad), M Yadagiri Reddy (Jangaon).

Four MLAs are involved in cases related to crimes against women, while BJP’s M Raghunandhan Rao from Dubbak has been booked in a rape case.

The BRS has another dubious distinction: As many as 59 MLAs have the highest number of FIRs registered against them.

Among other parties, six of the seven MIM MLAs, followed by four from Congress, two from the BJP, and an independent, have criminal cases registered in their names.

Of the 72 MLAs declaring criminal cases, 44 faces serious charges such as assault, murder, kidnapping, and rape. Thirty-eight of these legislators belong to BRS, three are from the Congress, two from the BJP, and one independent.

Financial background

Among the 106 sitting MLAs who declared themselves as millionaires (assets more than ₹1 crore), the maximum — 93 MLAs — are from the ruling BRS, followed by five of the seven AIMIM MLAs.

Of the remaining eight, four are from the Congress, two from the BJP, and two independent MLAs.

BRS MLA Marri Janardhana Reddy from Nagarkurnool is the richest MLA, claiming assets worth over ₹161 crore. He is followed by K Upender Reddy from Palair and P Shekar Reddy from Bhongir, having assets worth over ₹91 crore.

Incidentally, Upender Reddy has also listed liabilities worth over ₹94 crore — three crores more than his total assets — while Janardhan Reddy has liabilities of over ₹63 crore against his name.

The average assets of BRS MLAs come to ₹14.11 crore, while those of the AIMIM MLAs are ₹10.84 crore.

KCR’s declared net worth is over ₹23 crore, along with liabilities of ₹8 crore, the ADR report says.

A Congress MLA’s average asset in Telangana is worth ₹4.22 crore. A BJP MLA is worth ₹32.61 crores. The two independent MLAs have average assets of ₹4.66 crore.

Among the MLAs with the lowest assets, AIMIM’s Ahmed Pasha Quadri (Yakutpura) leads the pack with assets worth ₹19 lakh.

He is followed by two BRS MLAs — Ravi Shankar Sunke (Choppadandi) with just over ₹20 lakh and Athram Sakku (Asifabad) with around ₹27 lakh.

Education and other details

Sixty-nine legislators are at least graduates in this House, while the educational qualifications of 43 MLAs range between classes 5 and 12. Five MLAs are diploma holders, while one has declared himself “just literate.”

In terms of age, 43 MLAs (58 per cent) are aged between 30 and 50, while 75  MLAs (64 per cent) are between 51 and 80.

In gender terms, only six MLA are women, a mere five per cent, while 112 are men.
