The BJP-led government at the Centre has substantially succeeded in controlling terrorist activities in Jammu and Kashmir, insurgency in the northeast and Left-wing extremism (LWE), said Union Home Minister Amit Shah on Saturday, 11 February.
He added that terror-related incidents have come down due to the NDA government’s zero tolerance of terrorism, strong framework for counter-terror laws, strengthening of agencies, and due to assertive political will.
He was speaking at the passing out parade of the 74th batch of the Indian Police Service (IPS) probationers at the Sardar Vallabhbhai Patel National Police Academy (SVPNPA) in Hyderabad.

He said that the global participation of Indian security agencies is also expanding. The holding of the Interpol General Assembly in India and India’s leadership in the field of terrorism and finance in No Money for Terror conference symbolises the acceptance of the security agencies globally.
He said that by establishing the Forensic Science University, in the past three years, India has endeavored to fill the expert human resource and logistical gap in the field of forensic science.
He told the IPS probationers that a new approach is needed in securing economic centres of the country, protecting the human rights of the poor, making investigation evidence-based, and curbing the terror links of narcotics, besides enhancing focus on the cyber and financial fraud front.
He stated that when officer trainees move from the academy to the field, they will be associated with Inter-operable Criminal Justice System (ICJS) and the main pillars of criminal justice — e-Courts, e-Prison, e-Forensic, e-Prosecution, and the Crime and Criminal Tracking Network (CCTN) — and will facilitate linking the work of policing with the ICJS.
In his speech, Shah identified Jammu and Kashmir, the northeast, and Left-wing extremism-affected areas as three “hotspots” before the BJP came into power eight years ago.
After the abrogation of Article 370 in Jammu and Kashmir, terror incidents have come down drastically, he stated.
Following peace pacts with several militant organisations in the northeast, more than 8,000 cadre were brought to the mainstream, he said and added that by resolving border disputes with states as well as through developmental works, peace has been established in northeast.
The minister said that top leadership of Maoists has been controlled and the number of LWE-affected districts have now come down to 46 from the 96 that were there in 2010.
“After eight years, the government is, to a large extent, successful in controlling terror activities in Jammu and Kashmir, insurgency in the northeast, and Left-wing extremism,” Shah said.
“Recently, by banning the Popular Front of India, we have presented a successful example for the world to see,” he said and added, “This shows how much our commitment towards democracy has become robust and strong.”
Shah said that the National Investigation Agency (NIA) is expanding in all the states of the country now and he added that expansion of the NIA and Narcotics Control Bureau (NCB) has helped in controlling narcotics and terrorism-related crimes.
Shah stated that a national database on crimes like terrorism, narcotics, and economic offenses is being developed. NAFIS (National Automated Fingerprint Identification System) — a fingerprint database — has also been launched, he said.
The Government of India has also established Indian Cyber Crime Coordination Center (I4C) and launched schemes to ensure housing and health for the soldiers, and many other schemes to ensure that they spend more time with their families.
Shah stated that Prime Minister Modi has set up the Police Technology Mission to meet the challenges of the future and empower all the police institutions in the country to be in tune with the global technical challenges from the point of view of technology.
He added that the mission will not only make the entire police system — from constable to DGP — capable of tackling technical challenges, but will also make them tech-savvy.
Shah further called upon the IPS probationers to be ready for the multi-dimensional challenges. He said that the security scenario is changing and the threat patterns are now becoming dynamic.

“Earlier the country’s problems were geographical but now, thematic threats are emerging, and you have to deal with cybercrimes, data misuse, and misinformation war,” he said.
Shah said that looking back at the 75 years after independence, today, India’s situation has changed from local to global and from violent to vibrant.
“You have to adapt to multi-dimensional policing. Earlier, terrorism, insurgency, and day-to-day policing challenges were there and now, we have multi-dimensional challenges — terror finance, narco terror, information warfare, and fourth-generation information warfare. You have to be prepared to deal with them,” stated Shah.
Shah asked the IPS probationers to be accessible, accountable, and approachable. “You will be known as the ‘Amrit Kaal’ (golden age) batch. It will be a matter of pride for you,” he further stated.
Shah said that in the past seven decades, the country has seen several ups and downs and also several challenging times in internal security. According to him, more than 36,000 police personnel sacrificed their lives during these challenging times.
He stated that the next 25 years are crucial for the country, as they can help us fulfil the dream of a great India envisioned by our freedom fighters.
He added that during the next 25 years, this IPS batch is going to be responsible for the internal security of the country and the cognisance of this responsibility should always reflect on the mind, duty, and accountability of these officers.
The Union Home Minister added that while beginning the All India Services, Sardar Vallabhbhai Patel had said that it is the responsibility of the All India Services to keep India intact under a federal constitution. Shah urged the officer trainees to make this sentence their motto.
A total 195 officer trainees — 166 IPS officer trainees and 29 officer trainees from foreign countries — took part in the dikshant parade.
