BRS MLAs and MLCs including KT Rama Rao and T Harish Rao, met Telangana Governor Shiv Pratap Shukla at the Lok Bhavan on Wednesday, 9 September, following suspension from the Legislative Assembly.
In their written representation to the Governor, BRS MLAs and MLCs laid out a detailed timeline of their version of the events of 7-8 September, which they said amounted to a “failure of constitutional machinery” in the state.
The representation states that on 8 September, Shadnagar MLA Veerlapally Shankar was seen in widely circulated video recordings, saying he wanted the former Chief Minister to die and that they were playing the “Chavu Dappu” (death drum) for him.
A complaint has since been filed, they said, with the Banjara Hills police, invoking Sections 351, 351(3), 196(1) and 61 of BNS. The BRS alleged that ruling party legislators had gathered near the Erravalli residence with a police escort, while its own MLAs headed there to check on KCR’s safety were stopped at barricades.
On the events of 7 September, the representation says that as BRS members, wearing black T-shirts printed with a slogan on it, approached the Assembly, they were blocked by a large deployment of police, marshals and unidentified persons in plainclothes.
It alleges that in the ensuing scuffle, V Sunitha Laxma Reddy was dragged with her saree pulled and torn; former Home Minister P Sabitha Indra Reddy was held by the neck; K Taraka Rama Rao (KTR) suffered head and hand injuries; T Harish Rao was knocked down and stamped on; G Jagadish Reddy was placed in a chokehold, collapsed, and was admitted to NIMS; Tata Madhu was throttled; Kalvakuntla Sanjay was beaten; and Yadagiri Reddy sustained chest injuries.
The party said no injury memos were recorded and no medical aid was given at the spot, forcing it to arrange private treatment at Telangana Bhavan.
The representation also cites the Telangana High Court order from the same day in which the Court directed the police to not stop legislators from entering the Assembly, and clarified that enforcing House rules is a matter for the Speaker and not the police. The high court also asked the state to identify the officials responsible and report back, with the case now listed for 21 September.
BRS said that retaliatory police cases were filed by the Telangana Police at Saifabad station. In one of the FIRs, 14 sitting MLAs including KTR, Harish Rao, and Sabitha Indra Reddy were named. The other FIR, invoked the SC/ST (Prevention of Atrocities) Act against MLCs Tata Madhu and Naveen Reddy. The party argued this was a retaliatory move that turned the very members the court had described as having been assaulted into the accused.
On 8 September, the representation notes, Tata Madhu and Naveen Reddy were arrested but denied remand by the concerned court; the same day, the government moved resolutions in the Assembly and Council suspending both MLCs for the rest of the session, and the two were later removed by marshals while speaking to the press.
BRS argued the suspension was legally unsustainable, citing the Supreme Court’s rulings in Ashish Shelar v Maharashtra Legislative Assembly, Sunil Kumar Singh v Bihar Legislative Council, and Raja Ram Pal v Speaker, Lok Sabha on proportionality and judicial review of legislative action, and said neither MLC was given a hearing.
The document further alleges a broader pattern of heavy-handed governance, citing police action against protesting polytechnic students over GO Ms No 97, a lathi-charge on Group-I aspirants at Ashok Nagar, the 2024 land-acquisition operation at Lagacherla in the Chief Minister’s own constituency, and cases against journalists and social media users, and invokes Articles 14, 21, 194 and 355 of the Constitution.
The BRS requested the Governor to call for reports from the Chief Secretary and DGP on the events of 7-8 September, direct that CCTV footage from the Legislature precincts be preserved for the High Court, order an FIR against the police personnel involved, direct security be provided for KCR’s residence, and advise the Speaker and Council Chairman to reconsider the MLCs’ suspension.
Of the 27 BRS MLAs in the Legislative Assembly, 21 have been suspended following a motion moved by Minister D Sridhar Babu.
The motion was moved after BRS MLAs demanded a debate over alleged remarks by Congress MLA Veerlapally Shankar. A day earlier, Shankar triggered a row when he said that he wished for KCR to die. The MLAs protested demanding justice and stormed the Speaker’s podium. Despite repeated requests from the Speaker and Congress Ministers, the BRS MLAs did not back down.
Minister for IT, Electronics & Communication, Industry & Commerce and Legislative Affairs, D Sridhar Babu moved the motion to suspend 21 MLAs, namely: T Harish Rao, Anil Jadhav, Jagadeesh Reddy, Padi Kaushik Reddy, Madhavaram Krishna Rao, Prabhakar Reddy, Kova Lakshmi, K Manik Rao, Chinta Prabhakar, Vemula Prashant Reddy, Marri Rajasekhar Reddy, Palla Rajeshwar Reddy, Patlolla Sabitha Indra Reddy, Kalvakuntla Sanjay, Talasani Srinivas Yadav, Devireddy Sudheer Reddy, Sunitha Laxma Reddy, KT Rama Rao, Kaleru Venkatesh, C Vijeyudu, and KP Vivekananda.
Speaker Gaddam Prasad Kumar announced that the MLAs have been suspended for the remainder of the Assembly session.

Speaking to the press afterwards BRS working president KTR quoted poet Akbar Allahabadi and said, “Hum aah bhi lete ho toh badnam hote hein, Woh qatl bhi karte hein toh charcha tak nahi hoti (We take a breath and it becomes an issue, they commit a murder and no one even talks about it.)”
On the meeting with the Governor, KTR said, “We asked the honorable Governor what exactly our crime was. We were only asking for justice for the people of Telangana. After 1,000 days in power, the Congress government is yet to fulfill its poll promises. That is why we tried to question them. When we tried to question, we were stopped on the road, we were attacked. Our women legislators were attacked. We are not going to let this issue go.”

“If justice is not served, we will go to Delhi. We will go to the National Commission for Women and NHRC, we will also tell them about the attack on us; the attack on our former Chief Minister KTR’s house by goons from Congress, and how the police gave them a red carpet escort. We have informed the Governor as well.”
Referring to the remarks made by BRS MLC against Speaker, KTR said, “It is actually the Congress who is insulting the Speaker. We have already apologised to the Speaker for the remarks made by our MLCs. BRSLP floor leader Harish Rao tendered an apology in the Assembly. MLC Tata Madhu who was accused of insulting the Speaker has also apologised, but was suspended from the Council.”
“Today when we tried to ask for justice, we tried to question the government on their ‘6 Guarantees’, 420 poll promises, 13 declarations, they removed us and suspended us from the House. We are not going to stay silent, we are going to continue questioning them, doesn’t matter what cases they file against us, we are not going to stop. We request the media that in a situation like this where democracy is being killed and the state of affairs resembles an Emergency, please raise questions and stand with the people,” KTR reiterated.
