Tamil Nadu Chief Minister C Joseph Vijay, speaking in the Assembly on September 2, announced that all cases registered between May 2021 and April 2026 against farmers and teachers who held peaceful protests for their livelihood, rights and legitimate demands will be withdrawn.
The Chief Minister said the decision was taken on humanitarian and democratic grounds.
Cases were registered against farmers who protested against the SIPCOT industrial estate in Tiruvannamalai district, with the Goondas Act also invoked against some of them.
Farmers who participated in continuous protests against the proposed new airport at Parandur also had cases registered against them. They had demanded that the project be abandoned, citing its impact on agricultural land, water bodies and livelihoods. The Chief Minister recently announced the scrapping of the Parandur airport project.
The government has decided to withdraw all these cases. The Chief Minister said the move would further strengthen democratic rights and trust between ordinary people and the government.
Other announcements under Rule 110
Alongside the case withdrawals, the Chief Minister announced several projects and initiatives under Rule 110, including:
* ₹4,800 crore for safe and uninterrupted drinking water supply schemes.
* ₹547 crore for solid waste management and power generation projects in Tirunelveli and Salem.
* ₹2,400 crore to rehabilitate Madurai Corporation’s 40-year-old underground sewerage system.
* ₹960 crore for new underground sewerage projects in Nagercoil, Kundrathur and Nandhivaram-Guduvanchery.
* ₹1,850 crore for road improvements and construction of new roads in urban local bodies.
* ₹275 crore for school safety and improvement of traffic islands.
* ₹305 crore for urban safety and public infrastructure, including major projects and 250 new parks.
* ₹335 crore for school infrastructure works.
* ₹100 crore for improving basic infrastructure in Greater Chennai Corporation areas.
* ₹36 crore for works around the Nataraja Temple area in Chidambaram, ₹8 crore for a Heritage Walk in Kumbakonam and ₹50 crore for improving the Kanyakumari coastal area.
* Digital Driving Licences will be issued on the same day to candidates who pass the driving test from September 15, 2026.
* Digital Registration Certificates will be available online for new vehicle buyers from September 15, 2026.
* An “Anywhere Registration / Licensing” system will enable digital transport-related certificates, with QR-code verification and options to download or reprint documents.
