Tamil Nadu SEIAA revokes environmental clearance for housing project in Pallikaranai Ramsar marshland

Officials found that Brigade Enterprises initiated construction work without securing mandatory approval from the Wetland Authority, amounting to a violation of environmental clearance conditions.

Synopsis: The Tamil Nadu SEIAA revoked the environmental clearance granted to the proposed Perumbakkam housing project within the ecologically sensitive Pallikaranai marshland Ramsar wetland region. The decision follows a violation of environmental clearance conditions.

The Tamil Nadu State Environment Impact Assessment Authority (SEIAA) revoked the environmental clearance granted to the proposed Perumbakkam housing project within the ecologically sensitive Pallikaranai marshland Ramsar wetland region.

The project, undertaken by Brigade Enterprises Limited, proposed the construction of nearly 1,250 residential units in Perumbakkam, a residential suburb in Chennai, at an estimated cost of ₹2,000 crore. Environmental clearance for the project had originally been granted on 20 January 2025.

However, in a letter dated 16 April 2026, the Tamil Nadu State Wetland Authority, through the Principal Chief Conservator of Forests and Member Secretary, informed SEIAA that the company had violated one of the key environmental clearance conditions.

Construction without mandatory approval

According to the authority, one of the specific conditions attached to the clearance required the project proponent to obtain prior permission from the Wetland Authority before commencing any construction activity. However, officials found that Brigade Enterprises had already begun construction work without securing mandatory approval from the Wetland Authority, amounting to a violation of environmental clearance conditions.

Subsequently, the Wetland Authority requested the SEIAA take action under the Environmental Protection Act, citing another clearance condition that explicitly states environmental approval can be withdrawn if any condition is violated.

After reviewing the complaint and related documents, SEIAA decided to revoke the environmental clearance issued to Brigade Enterprises for the proposed housing project located in Perumbakkam, Tambaram Taluk, Chengalpattu district, citing non-compliance with environmental condition number 9.

The decision is being seen as a major victory for Arappor Iyakkam, which had consistently opposed the project, arguing that large-scale construction activity inside the Pallikaranai marsh ecosystem would severely damage one of Chennai’s most important wetland habitats.

The activist group had been running a sustained campaign and legal battle against the project, demanding protection of the internationally recognised Ramsar wetland area and opposing any commercial development that could threaten its fragile ecological balance.
