Ministers stopped at Mysuru Dasara: CM Shivakumar orders inquiry amid caste-bias allegations
The ministers — Shivaraj Tangadagi, K.S. Basavanthappa, P. Narendra Swamy, and H.C. Balakrishna — were following the Chief Minister towards the venue when the police officer stopped them.
The Karnataka government has initiated an inquiry into an incident during Mysuru Dasara on 21 October, during which four Cabinet ministers were stopped by a senior police officer while proceeding towards the Jamboo Savari ceremony, amid allegations of caste prejudice by the Opposition BJP.
The ministers — Kannada and Culture Minister Shivaraj Tangadagi, Muzrai and Fisheries, Ports and Inland Water Minister KS Basavanthappa and Ministers P Narendra Swamy and HC Balakrishna — were following the Chief Minister towards the venue when the police officer stopped them.
Tangadagi reportedly objected, saying, “I am the Culture Minister.”
The situation was resolved after the Chief Minister turned around and signalled to the police, allowing the ministers to proceed. A video of the exchange subsequently circulated on social media.
On Thursday, 22 October, in a post on X, Chief Minister DK Shivakumar termed the incident “extremely serious” and condemned the police officials’ conduct during the Nandidhwaja Puja at Mysuru Palace.
“The officials’ arrogant behaviour in denying entry even to ministers is condemnable,” he said, adding that arrangements were subsequently made to allow the ministers to enter the puja premises.
He said he had directed Chief Secretary Shalini Rajneesh to conduct a thorough inquiry and submit a report identifying the officials responsible.
Stressing that officials must exercise restraint and respect people’s representatives, Shivakumar said the government would not tolerate “any overreach or arrogance in the name of authority”, and that appropriate action would be taken after the inquiry.

Minister KS Basavanthappa said Chief Secretary Dr Shalini Rajneesh had been directed to take appropriate action following instructions from the Chief Minister.
Speaking to reporters on Wednesday, Basavanthappa said, “Following these instructions, an inquiry will be conducted, and once the report is received, the Chief Minister will ensure that disciplinary action is taken against the officer.” He added that the ministers were confident that appropriate action would be taken.
The inquiry is expected to establish the circumstances surrounding the incident.
Allegations of caste prejudice
However, the incident had already become a political flashpoint, with the Opposition BJP alleging caste prejudice.
Leader of the Opposition in the Karnataka Legislative Council, Chalavadi Narayanaswamy, alleged that even at the state festival, there is disrespect towards Dalit ministers.
“At a prestigious state platform like the State Festival, what was the reason for stopping and preventing senior ministers from proceeding? Why was there an attempt to obstruct the entry of senior ministers Shivraj Tangadagi, P Narendra Swamy, and Basavantappa, who were on their way to offer worship? Was it solely because they are Dalits?” he wrote on X.
Also raising questions over the absence of Deputy Chief Minister G Parameshwara, the BJP leader questioned, “Why do our state’s Deputy Chief Minister and ministers face obstacles in matters of opportunities that are available to the Chief Ministers of neighbouring states like Kerala and Telangana? What is the reason for this? Is the root cause that they are Dalits? It is clear that equality and social justice in the Congress government are limited merely to speeches.”
