Synopsis: The Karnataka government marked three years in office by distributing title deed files to more than 1.5 lakh beneficiaries under the Bhoo Guarantee scheme at an event in Tumakuru district. Chief Minister Siddaramaiah said the Congress government had fulfilled 290 of the 580 promises made in its 2023 Assembly election manifesto and spent more than ₹1.4 lakh crore on its five guarantee schemes since coming to power.

The Congress government in Karnataka, headed by Chief Minister Siddaramaiah, completes three years in power on Wednesday, 20 May.

To mark the occasion, the government held a convention in Tumakuru district to touting the rollout of the five guarantees promised in its pre-election manifesto. It also distributed deeds to more than 1.5 lakh beneficiaries under its “sixth guarantee”, the Bhoo Guarantee scheme.

“People should not have to go to government offices. So, we have gone to the farmers’ houses and repaired the damage,” Revenue Minister Krishna Byre Gowda said while speaking about the progress of the Revenue Department.

The government also announced that the Revenue Department has issued online title deeds to more than 2,20,000 families in unrecognised habitations, which it said has entered the Guinness Book of World Records.

The distribution took place under programmes including the e-Pauti Andolana, Podi Mukta Abhiyan and Darkhastu Podi. The government said the online documents would ensure safety and protection for the families. Village Assistants (VAs) and Revenue Assistants (RAs) were also given laptops to support the initiative.

As part of the programme, the Revenue Department distributed Bhoo Guarantee files to beneficiary families.

The files included registration letters, survey sketches and photographs of their properties. More than 1,52,492 beneficiaries present at the event received the files.

Chief Minister Siddaramaiah also presented letters of appreciation to tahsildars, deputy tahsildars and revenue inspectors who contributed to the initiative. More than 650 Anganwadi workers and helpers were given cheques during the event.

Speaking at the event, Siddaramaiah said his government has delivered 290 of the 580 promises made in the Congress manifesto ahead of the 2023 Assembly polls. “The remaining will also be fulfilled in the next two years,” he added.

Defending the Congress government’s welfare programmes, Siddaramaiah said the state has spent ₹1,40,233 crore on the five guarantee schemes since 2023: ₹75,164 crore on Gruha Lakshmi, ₹30,080 crore on Gruha Jyothi, ₹19,974 crore on Anna Bhagya, ₹14,015 crore on Shakti and ₹1,001 crore on Yuva Nidhi.

“There is no corruption in these schemes. There are no middlemen. We are delivering directly to the people,” he said.

The government has also spent nearly ₹1 lakh crore over three years on farmer subsidies, drought relief, flood relief, crop compensation and allied sectors, he added.

In addition, social pension schemes for widows, senior citizens, persons with disabilities and other beneficiaries account for annual spending of ₹11,000 crore to ₹12,000 crore.

Siddaramaiah also expressed confidence that the party would retain power in the 2028 Assembly elections.

Deputy Chief Minister DK Shivakumar hailed the success of the guarantee schemes.

“Whatever government is in power today, that government will keep our guarantees as a model of the Congress government,” he said.

“Our guarantees are now being discussed at Oxford University. They will serve as a model for everybody.”
