Karnataka Chief Minister Siddaramaiah presented his record 16th Budget in the state Assembly on Friday, 7 March, for financial year 2025-26.
He said the total expenditure for 2025-26 is estimated to be ₹4,09,549 crore, which is the total budget outlay for 2025-2026.
Despite pressure on the government to cut back on guarantee schemes, Siddaramaiah announced that they would continue. Siddaramaiah said a total revenue receipts of ₹2,92,477 crore is estimated for 2025-26.
"A corrupt person has burdened every Kannadigas with a debt of ₹ 1 lakh!!" said the BJP in an X post in response to the state budget.

Karnataka Chief Minister Siddaramaiah said a total revenue receipts of ₹2,92,477 crore is estimated for 2025-26.
"It includes own tax revenue of ₹2,08,100 crore, non-tax revenue of ₹16,500 crore and government of India receipts of ₹67,877 crore. In addition to these revenue receipts, gross borrowings of ₹1,16,000 crore, non-debt capital receipts of ₹170 crore are estimated for 2025-26," he said.
According to him, the total receipts estimated in the budget for 2025-26 is ₹4,08,647 crore.
He said the total expenditure for 2025-26 is estimated to be ₹4,09,549 crore, which is the total budget outlay for 2025-2026 for Karnataka.
"It includes revenue expenditure of ₹3,11,739 crore, capital expenditure of ₹71,336 crore and loan repayment of ₹26,474 crore," he said.
Siddaramaiah said that for the financial year 2025-26, revenue deficit is estimated to be ₹19,262 crore, which is 0.63 percent of Gross State Domestic Product (GSDP).
"Fiscal deficit is estimated to be ₹90,428 crore, which is 2.95 percent of GSDP. Total liabilities at the end of 2025-26 are estimated to be ₹7,64,655 crore, which is 24.91 percent of GSDP," he said, adding that it keeps fiscal deficit and total outstanding liabilities within the limits mandated under the Karnataka Fiscal Responsibility Act.
Chief Minister Siddaramaiah proposed to allocate unused liquor licenses through a transparent electronic auction, which is expected to aid in additional
resource mobilisation to the state.
Siddaramaia said Karnataka is the 2nd highest GST revenue collecting state in the country in 2024-25.
"A total revenue of ₹1,05,000 crore is estimated from commercial tax in revised estimates for 2024-25. It is proposed to make suitable amendments to the Professional Tax Act, to increase the Professional Tax payable by salary and wages earners from ₹200 to ₹300 for the month of February to align with the maximum limit permissible of ₹2,500 per annum," he said.
A total of 226.53 crore female passengers have availed the benefits under Shakthi, the very first scheme launched for women empowerment and capacity-building, said Siddaramaiah.
"₹5,015 crore expenditure has been incurred during 2024-25 for this scheme which has instilled strength for self-reliance and financial improvement of women. ₹5,300 crore has been earmarked for the year 2025-26," he added.
The chief minister announced that the ex-gratia amount given to the family of the home guards and the civil defense volunteers in case of death while on duty or during training will be increased from ₹5 lakh to ₹10 lakh.
Chief Minister Siddaramaiah said that since Karnataka has become naxal-free, the anti-naxal force will be disbanded.
Chief Minister Siddaramaiah said that an OTT platform will be created in the state to promote Kannada movies.
He also announced that the cost of the ticket of each show in all theatres of the state, including multiplexes, will be capped at ₹200.
Siddaramaiah announced that the annual tasdiq amount paid to the Archakas of 25,551 religious institutions/temples under the Endowment Department will be increased from ₹60,000 to ₹72,000.
The salary and other allowances paid to government servants working in notified institutions under the Endowment Department were being paid from the Temple Funds. These salaries will be paid from the consolidated fund of the state from FY 2025-26.
The Karnataka government announced that a flood management system will be taken up in BBMP area at a cost of ₹2,000 crore.
Rural sports like Kambala, bullock cart race and Mallakhambha will be encouraged. Sports meets will be organised for the most backward forest-dwelling tribes every year. A total of ₹2 crore will be provided as a separate grant for this purpose.
Chief Minister Siddaramaiah said that value education will be provided for the youth in the state.
"Elements of harmony contained in the writings of Ram Manohar Lohia and other great personalities will be consolidated and books will be published in Kannada. Seminars and workshops will be organised in order to inspire today’s youth who are influenced by communalism to live in harmony," he said.
The chief minister said that the digitalisation of 2,500 ancient palm-leaf manuscripts in the Kuvempu Kannada Study Institute housed in Mysuru University will be taken up at a grant of ₹1 crore.
The Karnataka government announced that new sub-regional science centres will be established in Kolar, Ramanagara, Chitradurga and Vijayanagara districts.
"₹9 crore has been provided in the current year (for the initiative)," said the chief minister.
To stimulate innovation and entrepreneurship in cities other than Bengaluru, a Local Economy Accelerator Program (LEAP) will be launched in the current year with a grant of ₹1,000 crore.
An allocation of ₹200 crore has been made during the present financial year.
During the budget speech, Karnataka Chief Minister Siddaramaiah announced the Karnataka Clean Mobility Policy 2025-30.
It is aimed towards attracting ₹50,000 crore worth investment from the clean mobility automotive value chain and creating approximately one lakh new jobs.
"The ‘Gruha Jyothi Scheme’ implemented by our government has a total consumer registration of 1.62 crore. During the year 2024-25, ₹9,657 crore was provided for this scheme. In the current year ₹10,100 crore will be provided for this scheme," Siddaramaiah announced.
Chief Minister Siddaramaiah said the tender process for the remaining two corridors of the Bengaluru Suburban Railway Project will be completed in a time-bound manner.
The project is being implemented at a cost of ₹15,767 crore with a 148 km rail network and 58 railway stations. The works for two of the four corridors are in progress.
Siddaramaiah said the Vijayapura Airport, which is being constructed at a cost of ₹348 crore, will be operational in the year 2025-26.
He added that an amount of ₹53 crore has been released for the construction works of the Raichur Airport, with a total project cost of ₹219 crore
In view of the heavy traffic in Bengaluru, the chief minister announced infrastructure projects to mitigate that.
Additionally, to strengthen the ‘Brand Bengaluru’ Plan, ₹1,800 crore has been set aside for 21 schemes during the FY 2024-25.
The chief minister announced that the yearly grant of ₹3,000 crore allotted for Bengaluru will be enhanced to ₹7,000 crore in the current year.
Greywater management unit will be established in 500 villages in Karnataka, under MGNREGA, to manage wastewater.
Akka Cooperative Society will be established at the state level to provide women self-help groups under the National Livelihood Mission with quick credit access, fulfil financial requirements, provide financial security, promote savings and entrepreneurship.
The female heads of families under the Gruha Lakshmi scheme will be made members of the Self-Help Groups by bringing them under the State-level Akka Cooperative Society.
The chief minister said that nursing students in the state will receive training in German, Italian, Spanish, and other foreign languages.
Additionally, he said that 36 German language labs will be established to impart language training to 20,000 students at a cost of ₹20 crore.
"5000 Students undergoing diploma courses will be allowed to undergo one-year training in Germany as a part of their course to enhance their global employability in collaboration with the German Chamber of Commerce. GTTC will introduce BE programs integrating Germany’s dual education model in partnership with the German universities and industries," he said.
Chief Minister Siddaramaiah announced that residential schools will be constructed by the Building and Other Construction Workers Welfare Board in 31 Districts of the state to encourage the education amongst the children of construction workers.
The schools will provide education for students from 6th to 12th standards.
These residential schools will be managed by the Backward Classes Department, with an estimated cost of ₹750 crore.
Siddaramaiah announced that the financial assistance given in lieu of additional 5 kg rice under the Anna Bhagya Scheme, aimed at mitigating the hunger of the poor in the state, will be replaced with 5 kg additional rice.
"This will provide additional rice to 4.21 crore beneficiaries," he said.
The state government announced that a Buddhist Studies Academy will be established in Bengaluru.
The 100-year-old library at the Mahabodhi Study Centre in Bengaluru will be digitalised and upgraded at a cost of ₹1 crore.
The chief minister said self-defense skills training will be provided by the state government to 25,000 girl students in 169 residential schools/colleges run by the Directorate of Minorities.
Unemployed persons belonging to Backward Class communities will be given financial assistance of up to ₹3 lakh each by corporations to purchase electric four-wheeler vehicles to start a food kiosk business.
An action plan of ₹1,000 crore has been prepared under ‘Chief Minister’s Minority Colony Development Programme’. Works will be implemented in 2025-26.
Siddaramaiah said a Tribal Museum will be established in the campus of Tribal Research Institute in Mysuru to showcase the tribal culture of the state.
Action will be taken for special direct recruitment of 13 forest dwelling Scheduled Tribes of Soliga, Halasa, Jenukuruba, Gowdalu, Siddi, Kudiya, Malekudiya, Kadukuruba, Iruliga, Koraga, Bettakuruba, Yerava, Paniyan to give these communities representation in state civil services.
To encourage dairy farming among the Scheduled Caste and Scheduled Tribes communities, a subsidy of 50 percent or up to ₹1.25 lakh for the cost of two cows or buffaloes will be provided as financial assistance through the Corporations.
₹1 lakh loan and ₹1.50 lakh financial assistance being given to Scheduled Caste/Scheduled Tribes women’s self-help groups will be enhanced to ₹2.50 lakh loan and
₹2.5 lakh financial assistance.
Approved a grant of ₹488 crore to the corporations coming under the Social Welfare department for the year 2025-26.
For ST Welfare, Large Area Multi-Purpose Societies (LAMPS) will be established to procure and process minor forest produce. Working capital subsidy of ₹5 lakh each will be provided.
The chief minister said a grant of ₹1 crore will be provided under Dr BR. Ambedkar Fellowship Scheme to two students getting admission into the London School of Economics and Columbia University, where he studied.
Siddaramaiah said 33 special police stations have been started under the Directorate of Civil Rights Enforcement to prevent atrocities against Scheduled Castes/ Scheduled Tribes communities.
"In the year 2025-26, a total of ₹42,018 crore has been provided under Karnataka Scheduled Castes Sub-Plan and Tribal Sub-Plan including ₹29,992 for Scheduled Caste Sub-Plan and ₹12,026 crore for Tribal Sub-Plan," he announced.
14-year-old girls in 20 mining-affected taluks in Kalyana Karnataka region to be given the HPV vaccine to prevent cervical cancer.
PHCs of the newly announced taluks of Hanur, Alanavar, Annigeri, Maski, Sirivar, Kapu, Babaleshwar, Kolhar, Cheluru and Terdal will be upgraded to Community Health Centres. A new CHC will be established in Ponnampet
Gruha Lakshmi scheme has been implemented from the year 2023-24. During 2024-25 financial assistance was successfully provided to 1.22 crore
women heads of households at a cost of ₹28,608 crore.
The monthly honorarium given to anganawadi workers will be enhanced by ₹1,000 and to anganawadi helpers by ₹750. Under the ‘Sakshama Anganawadi Scheme’, 17,454 anganawadi centers of the state will be provided with additional facilities at a cost of ₹1 lakh each at a total cost of ₹175 crore.
The government residential schools for special children at Mysuru and Belagavi will be upgraded at a cost of ₹5 crore. They will be maintained in cooperation with NGOs.
The monthly assistance of ₹1,000 provided to caregivers of persons with Cerebral Palsy, Muscular Dystrophy, Parkinson’s disease and Multiple Sclerosis will also be extended to caregivers looking after persons with autism, mental illness and multiple disabilities (hearing and vision impairment).
The Government Deaf and Dumb Children’s School at Bellary and the Blind Children’s School at Hubbali will be upgraded from the primary school level to the high school level. The monthly incentive for providing nutritious food and education to HIV-infected and affected children under the Special Support Scheme will be increased from ₹1000 to ₹2,000.
The monthly food allowance provided to children of Residential Special Schools running under the State Grant-in-Aid will be enhanced to ₹1,750.
For women-centric programmes ₹94,084 crore will be provided in the year 2025-26. For children-centric programmes ₹62,033 crore will be provided in the year 2025-26.
The chief minister announced in the budget that a new hospital will be set up in Bengaluru North with an allocation of ₹150 crore.
A new medical college to be set up in Puttur of the Dakshina Kannada district, in addition to a 400-bed hospital in Virajpet of Kodagu.
New nursing colleges will be established in Yadgir, Kalburgi and Jevargi, strengthening healthcare education in the region.
New Kidwai (Nephrology) Hospital to be established on the campus of Rajiv Gandhi Super Speciality Hospital in Raichur at a cost of ₹50 crore.
Under Asha Kiran National Blindness Prevention Programme, eye-examination has been conducted for 1.4 crore people and free eye-glasses have been distributed to 3.3 lakh people and 93,800 cataract surgeries have been conducted.
A cancer diagnosis unit will be started in Bidar Government Medical College Hospital. Institutes modelled on NIMHANS will be established at Mysuru and Kalaburagi Medical Colleges each at a cost of ₹100 crore.
The chief minister announced that instances of maternal mortality would be audited by a committee.
"The committee recommendations will be implemented to prevent deaths. ₹320 crore allocated to reduce infant and maternal mortality rate in the state," he said.
Maternal nutrition kits will be provided to prevent anaemia and to reduce malnutrition during pregnancy.
The chief minister noted that quality education under a single roof was the aim of the state government and that 500 new Karnataka Public Schools will be established using ₹2,500 crore with assistance from Asian Development Bank.
He also stated that the mid-day meal scheme, which provides eggs or bananas to 53 lakh children six days a week, will continue with support from the Azim Premji Foundation at a cost of ₹1,500 crore.
"Shri Sathya Sai Annapoorna Trust is distributing Sai Sure Ragi Health Mix powder mixed with hot milk to schoolchildren three days a week. This programme will be extended to five days a week with a total cost of ₹100 crore. 25 percent of this project cost will be borne by the state government," he said.
"Honorarium to Guest teachers in schools and universities will be increased by ₹2000. 50 primary schools will be upgraded to PU colleges," Siddaramaiah said.

100 government primary schools will be provided with additional facilities to enhance their infrastructure. To improve accommodation for students, ₹25 crore has been allocated for hostel repairs.
Siddaramaiah said that since the Union government had not released the promised ₹5,300 crore for the Upper Bhadra Project, the state government is allocating funds to finish it.
He added that 1.7 lakh acres of land will be irrigated under new initiatives and added that the Detailed Project Report (DPR) for the Meledaatu balancing reservoir was ready and will be implemented soon after obtaining the Union government's clearance.
He said ₹5,50 crore will be allocated for lake filling schemes in Tumkur to increase groundwater.
Chief Minister Siddaramaiah said that a new mega dairy will be set up in Kalburagi under Kalyana Karnataka Region Development Board (KKRDB) to encourage dairy farming in the region at an estimated cost of ₹50 crore.
Siddaramaih noted that vehicular traffic in Bengaluru is heavy and said a new satellite market will be set up in the city outskirts for Agricultural Produce Market Committees (APMC) trade.
Siddaramaiah said the mid and long term loan interests worth ₹240 crore in District Co-operative Central (DCC) and PICARD banks have been waived.
The chief minister announced that Scheduled Caste/Scheduled Tribe (SC/ST) fisherfolk will be given a ₹3 lakh financial aid to buy 4-wheeler vehicles.
The chief minister said the market for the Nandini brand under the Karnataka Milk Federation (KMF) has been expanded under the Congress government. "More than one crore litres of milk is being procured every day," he said.
The state government has increased the relief funds under the Anugraha scheme to ₹15,000 for cattle and ₹7,500 crore for sheep and goat.
The budget will have an allocation for the 2nd phase of hi-tech silk markets in Ramanagara and Sidhlaghatta.

Siddaramaiah said the state government has adhered to all requirements of the Financial Responsibility Act despite an over ₹51,000 crore allocation for guarantee schemes.
Siddaramaiah said Karnataka faced fiscal challenges because the Union government didn't share cess and surcharges with states, adding that the tax devolution for Karnataka was also reduced. Karnataka has been the biggest loser due to reduced share in taxes.
"We have made a strong case before the 16th Finance Commission to give better tax share to the states," he said.
"We have asked for at least 50 percent share of the central pool of taxes to the states. We have also demanded to reduce cess and surcharges to only five percent and that if it is more, then it should be shared with the states," he added.
He said the Karnataka government has asked the Union government to give a bigger share in the devolution to the states that contribute the highest tax collection.
The chief minister said Karnataka has an industrial policy that aims at a 12 percent growth by 2030 and create 20 lakh jobs.
"Services is a huge sector for Karnataka. They contribute to 66 percent of our revenues. There was a growth of 8.9 percent in the sector in 2024-2025," he said.
He said, with $4.4 billion in foreign investments, Karnataka stands at number three in the country in Foreign Direct Investment (FDI).
Siddaramaiah said the agriculture sector, which recorded a -4.9 percent growth last year, is expected to recover with a 4 percent growth in 2024-25.
"Government intervention, favorable monsoon conditions, and full reservoirs have contributed to this positive outlook. We are allocating ₹51,339 crore in this budget for agriculture," he said.
Siddaramaiah said the budget is focused on resolving regional imbalances.
"Karnataka is growing rapidly and contributes 8.4 percent to national GDP. The state has seen a 7.4 percent economic growth in 2024-2025," he said.
The chief minister said beneficiaries of various welfare schemes are provided over ₹1 lakh crore via direct bank transfers without any interference.
Siddaramaiah said the budget is focused on development.
"We have allocated huge amounts for infrastructure. Over a 40 percent increase in allocation tells you our focus on infrastructure. Brand Bengaluru is being implemented to improve Bengaluru's basic infrastructure and civic requirements," he said.
"We are also focusing on investments in IT & BT (Information Technology and Biotechnology) to ensure that we are the most preferred investment destination," he added.
Siddaramaiah said Karnataka's model of governance, helping the most vulnerable, has become an example worldwide in social welfare.
He said six developmental sectors have been identified in the 2025-26 budget.
"Welfare schemes as well as other development schemes are being given priority. We aim to further assist the most vulnerable classes," the chief minister said.
The Budget session begins after Speaker UT Khader arrived in the Assembly. Chief Minister Siddaramaiah, who is presenting the Karnataka budget 2025-2026, seeks to present it sitting down.

"Survival of the fittest is how the animal world works, but as humans we have to aspire, dream and achieve equality. That is the basis of equality that leaders like Dr BR Ambedkar have nursed. The available resources should be shared among all. It is the government's responsibility," he said.
"The guarantees and other welfare schemes are not freebies. They are an investment into our human resources," he added.

Siddaramaiah has been holding budget meetings and is set to present a budget while braving a knee-injury confining him to a wheelchair.
He said, through this budget, he has made an effort to listen to the aspirations of people from all castes, races, and classes of society, in a non-partisan manner, and respond positively to them.
Ahead of budget presentation, CM Siddaramaiah said in a post on X, “I believe that the budget is not just a calculation on a sheet of paper, but a manual for shaping the future of the seven crore Kannadigas of the state. Every citizen of the country is covered by some government scheme. I am confident that I have made a sincere effort to benefit the beneficiaries through the budget.”
