TMC MP Mahua Moitra files police complaint against ECI IT chief Seema Khanna; calls her ‘traitor, cyber terrorist’
In her complaint, Mahua accused the IT chief of entering into a criminal conspiracy with CEC Gyanesh Kumar to centralise control over voter databases, leading to the illegal exclusion of eligible voters.

Trinamool Congress (TMC) MP Mahua Moitra has filed a police complaint against Seema Khanna, Director General (Information Technology) of the Election Commission of India (ECI), days after she filed another complaint against Chief Election Commissioner Gyanesh Kumar.
The Lok Sabha MP from Krishnanagar has accused the ECI IT chief of criminal conspiracy, forgery, and deliberate sabotage of the country’s voter registration software.
She has sought the registration of a case under Section 173 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023 and invoked serious legal provisions including Section 61(2) for criminal conspiracy, Section 337 for forgery of electronic records, and Section 198 for disobedience by a public servant under the Bharatiya Nyaya Sanhita (BNS), alongside Section 32 of the Representation of the People Act, 1950.
The complaint has been filed at the Parliament Street police station in Delhi.
Sharing a copy of the complaint, the TMC leader wrote on X, “Filed a complaint to register FIR against Seema Khanna DG IT @ECISVEEP at Parliament Street PS today. SHO asked for time till 5th to see if case made out for FIR. Told him I will be back on 6th to follow up.”
In a separate post, Mahua described Khanna as a “traitor and cyber terrorist.”
“A criminal. A traitor. A cyber terrorist. Illegally using software to harm the democratic fabric of India. Know the name. Seema Khanna DG IT, ECI. Recognise the face. No hole will be deep enough to hide in, Madam,” she wrote.
Criminal conspiracy, hijacking of EROs’ statutory powers
In her complaint, Mahua accused the IT chief of entering into a criminal conspiracy with CEC Gyanesh Kumar to centralise control over voter databases, leading to the illegal exclusion of eligible voters.
“From conduct of Ms. Khanna it appears that she colluded with Shri Gyanesh Kumar and entered into criminal conspiracy under Section 61 of BNS, 2023 with a common intention of manipulating the electoral rolls,” the complaint read.

The TMC leader alleged that Khanna used the ECI’s newly launched ECINET and ERONet platforms to systematically strip local Electoral Registration Officers (EROs) of their statutory powers to add or delete names. Mahua noted that under Sections 21 to 23 of the Representation of the People Act, the statutory power to add, delete, or correct voter names rests solely with local EROs.
The complaint alleged that Khanna, in her official capacity, forged electronic documents and software configurations to alter voter data.
Referring to an investigative report by the Indian Express, Mahua, in her complaint, stated that this centralisation occurred despite explicit internal warnings from Deputy Election Commissioner Sanjay Kumar and recorded dissent from Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi.
“Mr. Joshi (Election Commissioner) is reported to have written in May 2026 about the “gradual centralisation” of the electoral-roll database and to have sought an audit to ensure that only statutory authorities could alter voter records. Mr. Sandhu (Election Commissioner) is reported to have recorded in August 2026 that EROs and other statutory authorities did not have proper and complete access to ERONet, stating that their powers had been curtailed by centralised control at the DG (IT) level, and questioning the legal authority for restricting EROs’ access,” she noted.
“Deputy Election Commissioner Sanjay Kumar is reported to have written to Ms. Khanna on 4 November 2025 and again on 2 January 2026, asking that the IT system not restrict the statutory powers and functioning of EROs, and that it not block actions required under the directions of the Supreme Court,” the complaint said.

Mahua also pointed to a specific case in Goa, where 97 voters deemed fully eligible by local EROs were completely excluded from the final roll published on 21 February 2026 because the centralised software blocked local updates, despite eight urgent communications sent by Goa election officials.
Noting that the evidence in the case is “almost entirely documentary and electronic” and currently in the custody of the accused officials, Mahua requested Delhi Police to immediately secure all physical files, note sheets, and e-office records from the ECI IT department.
She also stated that if an FIR is not registered immediately, she will move the Superintendent of Police and the Magistrate’s court to legally enforce the probe.
The development comes just days after Mahua filed a police complaint against CEC Gyanesh Kumar alleging that the ECI manipulated voter rolls. The complaint, filed on September 24 at the Parliament Street police station, also mentioned the role of Khanna in the alleged conspiracy to delete voters.
“Very important things, such as the centralisation of the IT software, were left entirely in the hands of DG IT Seema Khanna, who was using this software to bypass local, on-ground officials,” Mahua told reporters.
“What we find is that Seema Khanna and Gyanesh Kumar, by using the ECI software illegally and criminally, manipulated the voter rolls, bypassed these local officials and did not give them access to the system,” she said.
