Stealing a march over the Opposition parties TDP and Jana Sena, who are eager to ally with the BJP, Andhra Pradesh Chief Minister and YSRCP supremo YS Jagan Mohan Reddy on Friday, 12 May, freed 2.06 lakh acres of land from “dotted land status”, benefiting about 97,471 farmers in the state.
Addressing a huge public meeting at Kavali, the chief minister said that with one penstroke he had relieved the misery of nearly one lakh farmers who did not have ownership rights of the lands that they owned.
“Dotted Lands” are the lands against which dots were marked in the pattadar column of the re-settlement register during the Resurvey and Settlement operations.
Simply put, the records do not state who the owner of the concerned parcel of land was, though, for all practical purposes, the owner exists.
With his decision, the chief minister has conferred ownership rights to lands that are worth about ₹20,000 crore in value as they have been denotified as dotted lands from the registration 22 (1) (A) clause in the resettlement register.
These lands were marked dotted lands during the erstwhile TDP government making it impossible for the owners to sell them or raise loans against them from the banks.
Now that they are no longer dotted lands, the owners could bequeath the lands to their legal heirs.
The chief minister said that his government had found a solution for the most vexed problem without the farmers having to spend even a rupee.
“I have seen how much farmers have been suffering due to this problem. I am always with the farmers, whenever they are in difficulty,” the chief minister said.
Training his guns at TDP supremo N Chandrababu Naidu and Jana Sena chief Pawan Kalyan, Jagan said that the duo was trying to project themselves as messiahs of farmers.
Naidu had promised to waive farmers’ loans worth ₹87,612 crore, but let them down after coming to power, Jagan said.
In an oblique attack on Pawan Kalyan — whom he often describes as the “adopted son of Naidu” — he asked why the latter had not questioned Naidu on why he had let down the farmers though he styled himself as the leader who is there in the midst of the people.
He said the “Package Star” (read Pawan Kalyan), parrots out “the script that Naidu hands him”.
Jagan Mohan Reddy said that the YSRCP government, on the other hand, had been acting very responsibly, going to the rescue of farmers whenever they are in dire straits.
“Through Direct Benefit Transfer (DBT), we have transferred ₹2.10 lakh crore to the farmers’ accounts so far. We have eliminated the scope for middlemen entering the scene and fleecing the farmers,” he said.
He cautioned the people against voting for the TDP in the next elections because, he said, if they do, then they would be doing so at their peril.
“If you support Naidu, all the welfare schemes in implementation in the state would come to a grinding halt. The TDP’s policy is to plunder, share the spoils and be content with it,” said Jagan.
He took a potshot at Dr GV Rao, an economic expert, for what the YSRC considers a lopsided analysis of the state’s finances.
The chief minister said that Dr Rao, whose chartered account service had been annulled, was projected as an expert on the economy and Naidu made him say that the state was on the verge of bankruptcy because of the welfare schemes.
“These experts talk about all the rot that takes birth in the mind of Naidu and the media favourable to him,” he said.
