Synopsis: Andhra Pradesh-cadre IAS officer Vikas Marmat and three others have been booked for allegedly abusing and assaulting police personnel during a pub inspection in Bengaluru at 1.30 am on 9 October. Marmat, the Project Director of the Kuppam Area Development Authority in Chief Minister N Chandrababu Naidu’s constituency, is seen in the video hurling expletives at a police officer.

Karnataka police have registered an FIR against Andhra Pradesh-cadre IAS officer Vikas Marmat and three others for allegedly abusing and assaulting police personnel during an inspection at a pub on Residency Road in the early hours of 9 October.

Marmat is the Project Director of the Kuppam Area Development Authority (KADA), which oversees development work in the Kuppam Assembly constituency represented by Andhra Pradesh Chief Minister N Chandrababu Naidu.

The FIR has been registered at Cubbon Park PS in Bengaluru. The other three named in the case are Uday Singh, Nitin and Roshan.

Marmat and his companions allegedly argued with the police, abused them and assaulted personnel during the altercation.

In Bengaluru, most pubs and bars must close by 1 am. According to the complaint filed by Central Crime Branch (CCB) Inspector Arun Salunkhe, the confrontation took place at the Corner Bar and Restaurant around 1.30 am, when police personnel were checking the identity cards of people at the establishment to verify their age.

Marmat and his companions allegedly argued with the police, abused them and assaulted personnel during the altercation.

A video clip of the confrontation, seen by South First, shows Marmat hurling expletives at a police officer who is questioning him. Another person accompanying him appears to restrain a police officer.

Hand-picked by Naidu as KADA project director

Marmat, a 2019-batch IAS officer, hails from Rajasthan. Before taking charge as KADA project director, he served as Nellore Municipal Commissioner. His earlier assignments included trainee service in Kadapa, Sub-Collector of Tekkali and supervisory responsibilities for Gram and Ward Secretariats.

His appointment to KADA placed him in charge of development work in Naidu’s constituency. His posting followed a recommendation from a senior official in the Chief Minister’s Office who monitors affairs in Kuppam. Marmat was also reported to have made a presentation aligned with the Chief Minister’s development vision before being entrusted with the assignment.

The episode comes amid longstanding criticism that most young IAS officers from Andhra Pradesh do not stay at their designated headquarters over the weekends and instead leave for Bengaluru, Delhi or Goa. During the 2024 floods, a key official in Vijayawada was on holiday in Goa.

Criticism has also persisted that, 12 years after the State’s bifurcation, several senior IAS and IPS officers leave Andhra Pradesh on Friday afternoons and return on Mondays, spending only five days a week in the State.
