Talks Between CM and Employee Unions Succeed: Approval for the 12th PRC Formation
Synopsis: Following the successful negotiations, a scramble for credit led to competitive sloganeering among the different unions. Minor tensions arose when members of other unions attempted to interrupt AP Government Employees Association leader Suryanarayana during his address. Overall, however, employees expressed joy over the government’s positive stance on the PRC.
Talks between the Andhra Pradesh government and recognized employee union leaders to resolve workplace issues have concluded successfully, with the government agreeing to establish the 12th Pay Revision Commission (PRC) and to pay the Additional Quantum of Pension to four lakh pensioners in Andhra Pradesh starting this coming January.
APNGO President Vidyasagar stated that Chief Minister N Chandrababu Naidu responded positively to increasing the retirement age limit for outsourced staff to 62 years. The chief minister also gave favourable assurances regarding Dearness Allowances (DAs), health cards, and resolving the issues of Village and Ward Secretariat employees.
Union leaders expressed satisfaction after the chief minister assured them of favourable decisions, emphasizing that employees are an integral part of the government and will be supported.

12th PRC: Approved the appointment of the 12th PRC.
Dearness Allowance (DA): Approved the payment of two DAs starting October 1, 2026. The pending DAs from July 1, 2024, and January 1, 2025, will also be released.
Surrender Leaves: Arrears for 2022 surrender leaves will be credited to employee accounts by the upcoming Sankranti festival. Police personnel will receive payment for one additional surrender leave this Dasara.
Pension Benefits: The Additional Quantum of Pension will be disbursed from January 2027. Pensioners over 70 years of age will receive a 10% increase, while those over 75 years will receive a 15% increase.
Health Scheme: The Employees Health Scheme will be streamlined. The CM agreed to make month-on-month payments to the NTR Vaidya Seva Trust starting next month.
These combined decisions will cost the exchequer ₹2,880 crore annually.

AP Secretariat Employees Association President Ramakrishna confirmed the success of the talks and noted a positive response regarding the allocation of house sites for secretariat staff. He credited the collective struggle of all unions for successfully securing these favourable decisions from the government.
