Synopsis: Polling for the by-election to the Jubilee Hills Assembly constituency in Telangana, the second phase of the Bihar Assembly election and the by-election to seven constituencies in Jammu and Kashmir, Rajasthan, Jharkhand, Punjab, Mizoram and Odisha.
Polling for the by-election to the Jubilee Hills Assembly constituency in Telangana is underway on Tuesday, 11 November, amid tight security arrangements. The second phase of the Bihar Assembly election and the by-election to seven constituencies in Jammu and Kashmir, Rajasthan, Jharkhand, Punjab, Mizoram and Odisha.
The by-election in Jubilee Hills was necessitated by the death of BRS MLA Maganti Gopinath in June this year.
The polling began at 7 am and will continue till 5 pm.
In Jubilee Hills, over 4.01 lakh voters — including a sizeable 30 percent Muslim demographic and an ever-expanding class of urban professionals — are eligible to exercise their franchise, who will decide the electoral fortunes of 58 candidates.
This contest is more than a fight for one seat. It is a referendum on Chief Minister A Revanth Reddy’s fledgling administration, the BRS’s quest for revival, and the BJP’s growing ambitions in the urban heartland of Telangana.
The Congress has fielded a Backward Class (BC) candidate, V Naveen Yadav, while the BRS is banking on sympathy for the late MLA by fielding his wife, Maganti Sunitha. The BJP, fielding Lankala Deepak Reddy, is targeting an upper-caste Hindu consolidation (≈5–10 percent) but risks alienating minorities amid its national messaging.
The Congress also has the backing of the AIMIM.
In the second phase of the Bihar Assembly elections, the electoral fate of 1,302 candidates, including several ministers in the Nitish Kumar government, will be sealed.
Polling is being held at 122 seats across 20 districts. Over 37 million voters, including 17.4 million women, are eligible to cast their vote across 45,399 polling stations.
Prime Minister Narendra Modi appealed for the active participation of voters in the Bihar Assembly elections.
“Today is the second and final phase of voting in the Bihar Assembly elections. My request to all voters is that they participate actively in it and create a new record for voting. I have a special appeal to the young companions of the state who are going to vote for the first time that they should not only cast their vote themselves but also inspire others to do so,” he wrote in a post on X in Hindi.
In the fray for the second phase are former deputy chief minister Tarkishore Prasad (Katihar), former speaker Uday Narain Choudhary (Sikandra), and several former ministers such as Vinay Bihari (Lauriya), Narayan Prasad (Nautan), Shamim Ahmed (Narkatia), Rana Randhir Singh (Madhuban), Pramod Kumar (Motihari), and Sunil Kumar Pintu (Sitamarhi).
Another notable candidate in the fray is Renu Devi, the BJP’s senior leader and former deputy chief minister.
The first phase of polling held on 6 November, which covered 121 constituencies across 18 districts, recorded a voter turnout of 64.66 percent, the highest-ever in Bihar.
The counting of votes will begin on 14 November, and final results are expected to be announced the same day.
