TSPSC cleanse begins: CM asks officials to study UPSC, other PSCs to evolve a foolproof system

Telangana Chief Minister A Revanth Reddy has begun cleansing the Augean stables that is the Telangana State Public Service Commission (TSPSC).

At a review meeting with TSPSC officials at the state secretariat on Tuesday, 12 December, he asked the officials to study the functioning of the Union Public Service Commission (UPSC) and public service commissions (PSCs) in other states and submit a report to him.

The review meeting assumed importance against the backdrop of the resignation of B Janardhan Reddy as the TSPSC chairman on Monday evening after he met the chief minister.

His resignation is yet to be accepted by Governor Tamilisai Soundararajan.

CM calls for transparency

The TSPSC has of late been under the spotlight in the wake of the leakage of question papers of examinations that it conducted this year, which became an election issue for the Congress.

It was one of the factors that helped the Congress ride to power in the state.

At the review meeting, the chief minister said he wanted the officials to understand how the UPSC and state-level PSCs were conducting the examinations.

He also wanted to find out what foolproof measures could be taken to ensure that no leakage of question papers takes place. He wanted a system in place where everything was done with a very high degree of transparency.

He underscored the need for the appointment of the chairman and members to the TSPSC in accordance with the guidelines released by the Supreme Court.

He also wanted the officials to equip the TSPSC with the necessary technical know-how, and the staff and other facilities to make recruitment transparent and accountable.

Those who attended the review included Chief Secretary A Santhi Kumar, DGP Ravi Gupta, and TSPSC Secretary Anita Ramachandran.

Other instructions to officials

At another review meeting with Education Department officials, he asked them to conduct the SSC and intermediate examinations in a foolproof manner without leaving any scope for problems to students.

He wanted them to ensure that students would not come under stress — something that could happen due to the leaking of question papers.

The chief minister also sought reports on the functioning of government-funded and private universities in the state. He sought a list of places where there was a need to set up junior colleges, particularly for girls.

In yet another review meeting, this time with officials of the Musi Riverfront Development Corporation, the chief minister asked them to transform the entire stretch of the Musi river — from its origin to its end in Hyderabad — into an economic growth centre and job-creation hub.

He said he wanted the Musi riverbed to be developed as an economic catalyst. He directed the authorities to make comprehensive plans to construct bridges, commercial shopping complexes, amusement parks, hawker zones, and pathways along the Musi river in a public-private partnership system.

The chief minister also said that sewage treatment plants should be set up in the required areas to reduce pollution in the Musi river and prevent the inflow of sewage.

The officials have also been asked to take measures to ensure that purified water flows in Musi and construct check dams to maintain proper water levels.
