The governor's decision to keep the TRSTC bill on hold is casting a shadow on when she would grant the necessary permission.

Telangana governor puts TSRTC bill on hold

The Telangana government has hit yet another speed bump. Governor Tamilisai Soundarajan has put on hold the draft bill and withholding permission for the government to introduce “The Telangana State Road Transport Corporation (Absorption of Employees into Government Service) Bill, 2023” in the Assembly.

The Governor’s decision might trigger an adverse reaction from the state, which is already seething with rage at her for either rejecting, or returning for clarifications, or sending to the President of India, several Bills in the recent past.

The Telangana Cabinet, which met on 31 July, took the decision to take about 43,000 TSRTC (Telangana State Road Transport Corporation) employees on government rolls and sent the draft Bill to the Governor for her permission to be introduced in the Assembly since it had financial implications.

Though Raj Bhavan received the draft Bill on 2 August at about 3.30 pm, the Governor has not yet acted on it.

‘Need time to examine the Bill’

In an official communique, the Raj Bhavan said: “The Assembly was scheduled to meet on 3 August and the draft Bill of the Telangana State Road Transport Corporation (Absorption of Employees into Government Service) Bill, 2023 was received at Raj Bhavan, Hyderabad, on 2 August, at about 3.30 p.m., requesting permission to introduce the same in Assembly. It requires some more time to examine it and obtain legal opinion for taking a decision on the request.”

The Governor’s decision to keep the TRSTC Bill on hold until all her doubts are cleared is now casting a shadow on when she would grant the necessary permission. It is possible that the Assembly would be adjourned sine die on Sunday, 6 August, and it might later be prorogued.

As the present session will be the last session of the present Assembly, there is no way the government could introduce it in the Assembly and pass it if the Governor does not clear it before the House is adjourned sine die.

If the government is keen on pushing the TSRTC Bill in the Assembly, it can always convene another session before the elections arrive, after the Governor grants permission, whenever she does.

Even then, the Bill after both Houses pass it, would have to go to the Governor again for her consent. Whether she would give her consent or not is hard to say, going by the fate of the Bills that landed in the Raj Bhavan after they were passed by the Assembly and the Council in the past.
