The Telangana government on Tuesday, 3 September, ordered the constitution of an education commission with an objective to revamp and reform the education sector in the state. An official order noted that the National Evidence Survey (NAS) 2021 was evidence of a steady decline in the quality of education in Telangana.
The survey noted poor learning outcomes in schools in the state, and declining publications and research output by the universities resulting in a lack of skills to meet the current market demands.
The commission will comprise a chairperson, three members specialised in education and a member secretary, with the rank of head of the department. The order said the commission will hold wide consultations with stakeholders to formulate its recommendations.
“The Commission may engage experts/ consultants/professionals to support the Commission to achieve its objectives. The Commission may also use the services of the employees of the Education Department on an OD or deputation basis,” the order said.
The tenure of the non-official members of the commission will be three years. It will be funded by budget allocations and contributions from stakeholders, including private-sector partnerships.
“The expenditure of the salaries and administration will be met from the funds provided to the Commission. The financial expenditures for the expert’s honorarium, the commission’s meetings with expert groups, and discussions shall also met from the allocated funds. Terms and conditions of service of the chairman and members and office of the Commission will be issued separately,” the order said.

“A comprehensive view of the present scenario to arrest the declining trend and subsequently to devise a roadmap to improve the quality of outcomes is a top priority. It is imperative to revamp and reform the education sector in the state of Telangana,” the government said in its order.
It said any lag to cope with the changing education landscape might have an adverse effect on future generations.
“Government is of the view that such an effort to revamp necessitates continuous and dedicated focus on changes that are happening in various associated fields like evolving pedagogical practices, effective teaching methodology, assessment of learning outcomes, data-driven monitoring, infrastructure requirements, assessment of needs for increase or decrease of various institutions leveraging education sector etc., This needs appreciation of dynamic changes that has an impact on the quality of education,” it added.
The commission will advise the state government on policy-making, taking into the consideration of changingeducational landscape.
It is also expected to add value by way of brainstorming, ideation, pilot studies, consultations in developing policy notes, guidelines, rules, facilitating exposure visits, etc.
