Synopsis: Carrying forward from the Joint Action Committee’s Fair Demolition Conclave in Chennai, Telangana Chief Minister A Revanth Reddy got a resolution passed in the state Assembly against the Centre’s move to redraw constituencies based on population.
The Telangana state legislative Assembly adopted a resolution on Thursday, 27 March, against the planned population-based delimitation of constituencies.
Tabling the resolution in the Assembly, Chief Minister A Revanth Reddy said any delimitation exercise should be “carried out transparently and after extensive consultations with all state governments, all political parties and all stakeholders.
He urged the Centre not to penalise states that have effectively implemented the Union government’s population control programme. “Population should not be the sole yardstick for delimitation,” he said on the final day of the Budget session.
Revanth Reddu pointed out that the “purpose and intent behind the 42nd, 84th and 87th constitutional amendments aimed at national population stabilisation are yet to be achieved”.
“Hence, while continuing with the freeze on the number of Parliamentary seats, taking the state as a unit, redrawing the boundaries of Parliamentary constituencies can be taken up, duly augmenting the SC and ST seats as per latest population and also providing for reservation for women,” the resolution said.
The chief minister said former Prime Minister Indira Gandhi had observed that the delimitation on population basis will ruin friendly and cordial relations between the states.
“Now again, a debate on the delimitation of constituencies is being taken up and the southern states are uncertain. We all should fight against the Centre if the southern states are meted out injustice in the delimitation process,” he said.
He added that states like Chhattisgarh and Bihar that witnessed a population explosion would benefit from delimitation.
The Telangana Assembly also resolved to urge the Union government to make necessary constitutional amendments for increasing the the number of MLAs to 153 from the current 119 pursuant to the Andhra Pradesh Reorganisation Act, 2014, and as per the latest census.
Incidentally, addressing the Fair Delimitation Conclave Tamil Nadu Chief Minister MK Stalin had convened in Chennai on 22 March, Revanth Reddy said Telangana would pass a resolution against the Centre’s move to redraw constituencies. He urged other states to follow suit.
“I request all my friends to do the same in their state assemblies. Let the whole of India hear the strong voice of South India and Punjab,” he said in Chennai.
