Telangana accuses Andhra Pradesh of violating 2014 Reorganisation Act with new projects

The Telangana government has accused neighbouring Andhra Pradesh of taking up new projects and project components in brazen violation of the Andhra Pradesh Reorganisation Act (APRA) of 2014.

In a letter to the Krishna River Management Board (KRMB), Telangana Irrigation and Command Area Development (CAD) Department’s engineer-in-chief C Muralidhar, said Andhra Pradesh had called for tenders for investigation, preparation of hydraulic particulars, land plan schedules, designs, and drawings for providing lift and pumps of the Ananta Venkata Reddy Handri Neeva Sujala Sravanthi (AVRHNSS) project.

The tenders were called for to lift water from the HNSS main canal to feed the distributor system to an ayacut of 8,000 acres in the Amidyala, Raketla, and Peddakowkuntla villages of the Uravakonda mandal in the Anantapur district — excluding the development of a distributor system for 8,000 acres.

Tenders for line estimate, including S&L operations for the proposed bypass canal of the Madakasira Branch Canal under the HNSS Project Phase II to feed tanks in Madakasira constituency in Anantapur district, was also called for in addition to maintenance for a period of 15 years.

Andhra Pradesh was also planning to take up cross regulator and off-take of the GNSS main canal for the year 2022-23 at the Gandikota dam in Kondapuram, along with the Kalibanda Lift Irrigation Scheme on the HNSS canal at break pressure tank near the Kalibanda village and the Bestapalli Lift Irrigation Scheme on the HNSS canal near Bestapalli village in Chinnamandem mandal of Annamayya district.

Muralidhar said that the expansion of the main projects, which themselves were unapproved, was being taken up continuously.

He requested the board to restrain AP from expanding the HNSS and GNSS projects, which are serving areas outside Krishna basin based on Krishna waters without any appraisal from the board and approval of the apex council, as per APRA Act.

He also said that all these violations should be brought to the notice of the Ministry of Jal Shakti for the taking of necessary action against AP.
