Synopsis: According to police records, Samatha’s path into the movement began in her teenage years, when prominent cultural figures, including poet-activist Varavara Rao and revolutionary singer Gaddar frequented her family home. She joined a radical students’ group in Chennai in 1984 before formally enrolling with the CPI (ML) People’s War the following year.
A senior underground leader of the outlawed CPI (Maoist), Kakarala Samatha, laid down arms and surrendered before Telangana Director General of Police CV Anand on Monday, 11 August, during the DGP’s visit to Mulugu. The officials called it a major setback for the insurgent outfit.
Samatha, who also went by the aliases Madhavi, Durga, Shakeela, and Mase, was a State Committee Member responsible for women’s affairs and intelligence propaganda work. She was described by police as the organization’s last remaining senior ideologue in the region.
Samatha hails from Aryapuram in Rajahmundry. Her father, Kakarala Satyanarayana, is a veteran film actor with roughly 300 screen credits, while her mother passed away in 2021.

She joined a radical students’ group in Chennai in 1984 before formally enrolling with the CPI (ML) People’s War the following year. She rose through the ranks to Area Committee Member, Divisional Committee Member and finally State Committee Member by 2003.
Over three decades, she was posted across multiple zones, including Hyderabad, the Nallamala forest belt, an eastern regional bureau spanning Uttar Pradesh and Bihar, and an industrial corridor stretching from Ahmedabad to Pune, before being assigned to underground urban operations.
Under Telangana’s rehabilitation scheme for ex-naxalites, Samatha received a cheque for ₹20 lakh along with ₹25,000 in immediate assistance, with further benefits to follow.
DGP Anand noted that 265 Maoist cadres have surrendered across Telangana so far in 2026, alongside the recovery of 238 firearms.
This includes the surrender of three central committee members, 12 state committee members, 81 regional committee member, 24 divisional committee secretaries/members , 34 area committee secretaries/members and 131 party members.
He said only three active cadres native to the state remain with the outlawed group, including senior leader Muppala Laxman Rao, alias Ganapathi. He renewed an appeal urging them to give up armed struggle and rejoin mainstream society.
Authorities described the developments as pushing the insurgency toward what they termed as its last stage of survival in the state.
