The National Human Rights Commission (NHRC) has taken suo motu cognizance of a video clip showing woman police officials dragging a protesting student by her hair in the Rangareddy district of Telangana.
The clip was said to have been recorded during an agitation by some students of Professor Jayashankar Telangana State Agricultural University (PJTSAU) on 24 January 2024. The video of the reported incident had gone viral on social media.
The commission on Monday, 29 January, said in a statement, “The contents of the media report, if true, raise a serious issue of violation of human rights of the victim woman.”
Accordingly, it has issued notices to the Telangana chief secretary and the director general of police, calling for a detailed report on the matter within four weeks. It should also include the action-taken report and health status of the victim, said the NHRC.
According to reports, the students were protesting against a decision of the Telangana government to allocate 100 acres of land belonging to the university for the construction of a new high court complex.

Rajendranagar Police Station’s Inspector B Nagendra Babu told South First, “The constable sitting pillion on the two-wheeler and seen pulling the hair of the student is Ayesha. She has been placed under suspension.”
He added, “The constable has been working for three years in the same police station and will continue to be under suspension until the investigation is completed.”
The victim has been identified as the ABVP’s Telangana secretary Ch Jhansi. A first-year LLM student of PJTSAU, she had been on strike along with others for 16 days against a government order (GO 55) to construct a new building for the high court on the varsity’s agri-biodiversity land.
Her friends told South First that she had sustained scratches as she fell on the road and was given first aid and glucose.
She is feeling better now and is expected to be available to share her opinion on the incident in a few days, they said.
