Telangana IT and Industries Minister KT Rama Rao on Monday, 13 March, requested the United Arab Emirates (UAE) government — via a letter — to release five NRIs from the state’s Rajanna Sircilla district who are imprisoned in Dubai.
He handed the request letter to the Ambassador of the UAE to India Abdulnasser Alshaali at Pragathi Bhavan in Hyderabad.
Shivarathri Mallesh, Shivarathri Ravi, Nampelli Venkati, Dandugula Laxman, and Shivarathri Hanmanthu are in the Al Awir Central Prison in Dubai in connection with the death of a Nepalese citizen named Dil Prasad Rai in 2005.
In the letter, KTR said he had personally visited Nepal in 2013 to meet the family members of the deceased.
The minister reminded the Ambassador that Dil Prasad’s family accepted and received ₹15 lakh as compensation — referred to as “Diyyah” (also referred to as “blood money”) — as per Sharia Law.
The Minister provided the details of the case to the Ambassador and requested him to take the issue to the notice of UAE Prime Minister H.E. Sheik Mohammed bin Rashid AI Maktoum for the approval of the mercy petition and repatriation.

The necessary documents were submitted by the family of the deceased to the Dubai government in 2013.
The minister pointed out that he personally brought it to the notice of the Embassy of India and the Embassy of the UAE several times. However, the UAE court rejected their mercy petition.
He said that the only way left for the five Indian labourers to be released was through the approval of their mercy petition by the Prime Minister of the UAE, Sheik Mohammed bin Rashid Al Maktoum.
KTR requested the Ambassador to enquire into the facts of the case and its status, and bring them to the notice of the prime minister of the UAE to approve the mercy petition of the labourers for their release, and also to get them repatriated at the earliest from Dubai to India.
During the meeting, Abdulnasser Alshaali praised the development of Telangana. He said that the infrastructure built here rivalled international cities and it would change the face of Hyderabad.
The start-up ecosystem in Hyderabad and the strengths of the IT and its allied sectors in the city were also discussed during the meeting.
KTR presented the investment opportunities and the Telangana government’s policies to the UAE ambassador.
The minister said that venture capitalists from the US and France had joined hands with the start-up ecosystem in Hyderabad, and requested Abdulnasser Alshaali to introduce the T-Hub to the venture capitalists in the UAE.
The UAE ambassador, who responded in the affirmative, assured him that he would try to establish a connection between the enthusiastic venture capitalists from his country and T-Hub.
