Kavitha demands sub-quota for marginalised BC castes, pushes for constitutional amendment

Synopsis: BRS MLC K. Kavitha met representatives of 72 BC communities, pledging to ensure political representation for marginalised castes. She vowed that Telangana Jagruti would work until 25,000 BCs hold public posts, with half reserved for women. Emphasising internal disparities, she called for a sub-quota within the proposed 42% BC reservation for castes historically denied political opportunities

BRS MLC K. Kavitha met with representatives from 72 Backward Class (BC) communities at her Banjara Hills residence, reaffirming her commitment to ensuring political representation for historically marginalised castes.

Joined by leaders of the United Progressive Front (UPF), Kavitha declared that Telangana Jagruti would continue its campaign until 25,000 BC individuals become public representatives. “Half of those 25,000 posts will be given to our girls,” she added, underlining the need for gender inclusivity within BC reservations.

Highlighting the disparities among castes within the BC category, Kavitha called for a sub-quota for those communities that have not yet received political opportunities. “If 42% reservation is to be given to BCs, a sub-quota should be created for castes that have long remained excluded,” she asserted.

Need for constitutional amendment 

Kavitha stressed the need for a constitutional amendment to implement 42% BC reservation across local bodies, noting that the power to enact such a change lies with the Centre. “The bills passed by the state assembly and council are pending with the Centre. The cabinet’s resolution to increase BC reservation is still awaiting the Governor’s approval. I urge the Governor to clear the proposal and issue a gazette notification,” she appealed.

However, she warned of legal challenges if procedural safeguards are not in place. “If the Governor issues an ordinance and the state government fails to file a caveat, there’s a risk someone might move court to block the reservations. The government must act swiftly to prevent such a setback,” she cautioned.

The meeting comes amid a wider political push to expand BC representation in Telangana’s political and administrative landscape.
