KTR remarked that while Rahul Gandhi speaks about “vote theft” elsewhere, the Congress is doing the same to secure victory in Jubilee Hills.
Synopsis: The BRS has accused the ruling Congress of extensive electoral malpractice in the Jubilee Hills Assembly constituency ahead of the 11 November by-election, with BRS Working President KT Rama Rao alleging the unlawful inclusion of outsiders and fake voters in the rolls, amounting to up to 19,000 dubious or duplicate entries. In a complaint to the Telangana Chief Electoral Officer on Monday, the party demanded a comprehensive investigation.
The Bharat Rashtra Samithi (BRS) has lodged a formal complaint with the Chief Electoral Officer (CEO) of Telangana, alleging “rampant and brazen” electoral irregularities by the ruling Congress in the Jubilee Hills Assembly constituency ahead of the 11 November bypoll.
In a letter addressed to the Chief Election Commissioner (CEC) on Monday, 13 October, BRS Working President KT Rama Rao (KTR) accused Congress functionaries of orchestrating widespread voter fraud through the “unlawful inclusion of outsiders and fake voters” in the constituency’s electoral rolls.
Soon after, the District Election Officer, Hyderabad issued a statement on its official X account, refuting the allegations, stating the names highlighted by the BRS have been part of the electoral rolls since 2023 when BRS’s own Maganti Gopinath won the constituency.
“Maganti Gopinath died in the first week of June. Since then, the Congress has tried to do whatever it can to win the elections. You all know that. While claiming to have no funds for anything across the state, they are pretending to do some work here to try and mislead the voters,” KTR said, speaking at a press conference in Hyderabad on Monday afternoon.
The allegations come months after senior Congress leader Rahul Gandhi made similar claims of voter roll irregularities in two constituencies in Karnataka: the Mahadevpura Assembly segment of the Bangalore Central Lok Sabha constituency and the Alanda Assembly constituency.
“On the other hand, they are also trying to scare the voters. They are trying to distribute false IDs,” KTR said, referring to the recent controversy the Congress candidate Naveen Yadav found himself in.
“Rahul Gandhi is talking about Vote Chori out there. However, they are trying to win with ‘Chor Votes’ (false votes) over here,” he added.

In his complaint to the CEC, he alleged that these registrations were added “without due diligence or proper verification” by Booth Level Officers (BLOs) and Revenue Officers, indicating either official negligence or complicity.
The complaint lists several specific instances which, according to the BRS, support its claims:
KTR further said the party estimates that about 12,000 voters from outside Jubilee Hills have been added to the rolls “through the back door,” and that the total number of questionable or duplicate entries could be “around 19,000.”
Responding to the allegations, the District Election Officer (DEO), Hyderabad said the names at the mentioned addresses—including House Nos. 8-3-231/B/118, 8-3-231/B/119, 8-3-231/B/160, and 8-3-231/B/164—have been part of the final electoral rolls used for the 2023 Telangana Assembly and 2024 Lok Sabha elections.
“For further clarification, it was found that few of the mentioned house numbers have multiple residences, leading to higher count of electors,” the statement reads.
“In summary, it is observed that there is no change in number of electors in the above said house numbers since 2023, and the allegations that these are newly enrolled voters is completely false.”

KTR described the alleged irregularities as “a gross violation of electoral law, a deliberate attempt to subvert the democratic process,” and called for “immediate and thorough investigation.”
He urged the Election Commission to initiate a comprehensive and impartial probe into what he described as an organised attempt to “artificially inflate the voter base in favour of the Indian National Congress candidate.”
“The scale and nature of these malpractices represent a profound mockery of democracy and a fundamental attack on the principle of free and fair elections,” the letter said.
The BRS demanded three specific actions from the Election Commission:
