In the aftermath of the Anti-Corruption Bureau (ACB) conducting raids on the residence of Shiva Balakrishna, the former Director (Planning) of the Hyderabad Metropolitan Development Authority, on 25 January, a meticulous inventory was taken two days after his arrest, on Saturday, 27 January.

After serving as the HMDA Director for approximately six years and over a decade in public service, the now-incarcerated officer has found himself under scrutiny for amassing an extravagant collection of properties.

He currently holds the position of Chief General Manager at Hyderabad Metro Rail Limited and the Secretary of Telangana State Real Estate Regulatory Authority.

The ACB arrested Balakrishna at 3 am on 25 January in a disproportionate assets case after a 24-hour search at his residence and other premises linked to him.

The ACB, in their case diary, has outlined a staggering list of properties amassed by the accused officer, with an estimated value totalling ₹4.9 crore. This extensive portfolio includes immovable assets such as apartments, open plots, and office spaces.

Beyond the immovable assets, the investigation has brought to light movable properties valued at ₹51 lakh, comprising three four-wheelers and a two-wheeler. A recent raid uncovered gold ornaments with a value of ₹44 lakh.

The details reveal that Shiva Balakrishna possesses nearly 10 flats in locations like Peerzadiguda, Raidurgam, Madhapur, Habsiguda, Bachupally, Korremula, Serilingampally, Somajiguda, and Kothapeta. The plots include three in Uppal, Ghatkesar, and Banjara Hills. Notably, he owns a villa in Rajendranagar, named Aditya Fort View, and Villa number 70 at Prestige Royal Woods in Kismatpura, and houses in Balaji Nagar Puppalguda and Old Bowenpally.

In the section detailing movable properties, the automobiles consist of a Honda City valued at ₹15,62,000, a Hyundai Creta priced at ₹14,50,000, a Tata Nexon EV worth ₹19,90,000, and a Suzuki Access 125 scooter priced at ₹1 lakh, totaling ₹51,02,000 in movable assets. The gold ornaments are valued at ₹44,99,205.

Retired senior officials within the Telangana government, speaking on the condition of anonymity, share their concerns with South First, stating, “Though he holds the position of a Group 1 officer, news updates reveal that he possesses properties worth crores, drawing attention of officers. Imposing strict punishment and taking immediate action even for smaller amounts can help in ending corruption because the ethics of government employees is working with loyalty for the people.”
