Justice Tangirala Madhavi Devi of Telangana High Court issued notice to Hyderabad Police Commissioner VC Sajjanar in a contempt case alleging wilful disobedience of its order on a man’s complaint of being subject to custodial violence at a police station in Hyderabad.

Md Shanawaz Alam, a 33-year-old businessman from Aman Nagar, filed the contempt case on 21 September. He sought for the commissioner to be summoned and punished under Sections 10 to 12 of the Contempt of Courts Act for disobeying the court’s order.

In his original writ petition from August, Shanawaz alleged that police at Bhavani Nagar station tied his hands and legs, beat him and put chilli powder in his eyes between about 11.30 PM on 6 August and 2:30 AM the next day.

He also claimed that his complaints to Director General of Police and Assistant Commissioner Mirchowk division were left unaddressed.

He named Inspector N Karuna Kumar and Sub-Inspector B Pochaiah as respondents, and sought a direction to the Director General of Police to initiate disciplinary proceedings against them.

Disposing of the petition at the admission stage, the court directed Commissioner VC Sajjanar, to examine Alam’s complaint and check the CCTV footage of the police station.

If the claims were found true, the Court instructed the CP to act against the erring officials in accordance with law. Officials were also told to preserve the footage.

Shanawaz in his latest petition contended the directions were not followed.
