BRS petitions Centre against Telangana bureaucrats’ ‘pro-Congress remarks’

A delegation of BRS leaders on Tuesday, 19 August, lodged a formal complaint with Union Minister of State for Personnel Jitendra Singh against Civil Supplies Commissioner DS Chauhan and Hyderabad Collector D Hari Chandana, accusing them of making “false, misleading and politically motivated” statements, favouring the ruling Congress in Telangana.

The complaint pertains to a 1 August ration card distribution programme in Hyderabad, where the two officials allegedly claimed that ration cards were denied under the BRS government but were now being issued under Congress rule.

BRS hits back

The BRS leaders argued that the remarks violated bureaucratic neutrality and amounted to a breach of the All India Services Conduct Rules, Article 309 of the Constitution, the AIS (Discipline & Appeal) Rules, 1969, and provisions of the Bharatiya Nyaya Sanhita (BNS), 2023.

“As per official records of the Civil Supplies Department, more than 6.47 lakh ration cards were issued during the BRS tenure, along with a historic welfare decision to provide 6 kg rice per head per family member without any ceiling. These facts amplify the magnitude of the misrepresentation by both the officers, which is culpable under All India Services (Conduct) Rules, 1968 and Bharatiya Nyaya Sanhita (BNS), 2023”, the BRS lawmakers alleged in their complaint.

The delegation also raised concerns about irregularities in the ongoing ration card distribution drive. It alleged that middlemen were demanding bribes ranging between ₹3,000 and ₹5,000 for securing new cards.

It also questioned the lack of transparency in the application process, pointing to disparities in approval timelines across constituencies. The complaint claims these inconsistencies could indicate political favouritism or misuse of bureaucratic discretion.

Echoing the charge, MLC Dasoju Sravan alleged that certain bureaucrats were functioning as “servants” of Chief Minister Revanth Reddy instead of acting like impartial civil servants.
