Telangana Legislative Council member Kalvakuntla Kavitha has declared a peaceful demonstration on International Women’s Day, which is on Friday, March 8 against the GO No 3.

The protest aims to voice opposition to the recent Government Order (GO) No 3, denouncing it as unfair to women aspiring for government employment.

In February, the Telangana government passed orders to implement the horizontal reservation of 33.33 percent for women without considering the roster point system.

Kavitha, the daughter of former Chief Minister KCR noted that permission for the protest at Dharna Chowk has not been granted yet, despite the Congress government’s declaration allowing free expression and protest for rights.

Alongside responding to a question from South First, Kavitha also spoke of student suicides and deaths in the Social Welfare institutions. She attributed the recent surge in incidents to a lack of adequate supervision and security measures.

Injustice to women

Addressing the media at her residence, in Hyderabad on Thursday, 7 March, Kavitha expressed concern, stating, “Serious injustice is being inflicted upon women in Telangana seeking government employment. The Telangana government’s introduction of GO No 3 will curtail opportunities for women.”

Attacking the chief minister, she said, “Chief Minister Revanth Reddy’s failure to appoint Minister Seethakka as deputy chief minister highlights the disparities within his cabinet.”

Despite the government’s refusal to permit peaceful protests, Kavitha affirmed readiness to face any consequences. She emphasized a willingness to pursue legal action, including going to court, to uphold the right to protest.

What is GO No 3?

Kalvakuntla Kavitha, president of Bharat Jagruthi, highlighted that in 2022, the Telangana High Court directed the state government to implement horizontal reservation for the selection of women candidates for Group-I posts, under the 33.33 percent quota for women.

However, recent orders issued by the Department for Women, Children, Disabled, and Senior Citizens have abruptly eliminated the roster points methodology for allocating posts to women.

This move is expected to be detrimental to women coming from the marginalised sections. As, under the roster point system, the General Administration department creates and shares a list outlining the order in which reserved positions should be filled. The roster points for each category are decided according to the percentage of the quota assigned to that specific group.

Kavitha called for the immediate revocation of GO No 3, citing its unfairness to women, particularly in the recruitment of Gurukul jobs, where only 12 percent of the positions were allocated to women.

She emphasized the importance of ensuring fairness in the reservation of government jobs, highlighting that out of 626 jobs, only 77 were designated for women.

Using an example, Kavitha highlighted the growing number of female admissions at Osmania University compared to men, expressing concern that female students aspiring for government jobs may encounter challenges due to the GO No 3.

‘Boss will decide’

Regarding political developments for the Parliamentary elections, MLC Kavitha stated that the BRS chief holds responsibility for party decisions, asserting, “The selection of candidates is solely in the hands of our boss, K Chandrashekar Rao.”

She added: “While we’ve observed a few names being announced if my name is among them, I will contest; otherwise, I’ll stand with the party.”

Disregarding rumours suggesting her inactivity within the BRS party, Kavitha said, “I am actively involved, evident through my protests and questioning of the Congress government. Additionally, I have addressed critical issues in the Legislative Council over the past month.”

Responding to a question by South First, about her involvement in monitoring incidents at Social Welfare Residential Institutions, including the tragic case of the dual girls’ suicide in Bhuvanagiri and other recent occurrences, Kavitha emphasized, “The primary cause of these incidents in Social Welfare Residential Institutions is the lack of supervision by security personnel.”

The MLC added, “The government must review the facilities and address security issues. We are urging them to take immediate action to prevent such incidents from occurring in the future.”

Regarding the liquor scam case, Kavitha responded that she is no longer interested in it and that her advocate team is now in charge of handling the matter.
