Viduthalai Chiruthaigal Katchi (VCK) founder president and Lok Sabha MP Thol Thirumavalavan has demanded the Centre initiate proactive measures to implement the stipulated percentage of reservation for Scheduled Castes and Scheduled Tribes in promotions, as directed by the Supreme Court.
Thirumavalavan raised the demand in a memorandum submitted to the Union Minister for Social Justice and Empowerment Virendra Kumar on Thursday, 25 July.
“The Union government should issue appropriate directives to state governments, urging them to effectively carry out the process of implementing reservation in promotion,” the memorandum said.
The VCK leader pointed out that the Parliamentary Standing Committee on Welfare of SC/ST had highlighted the decrease in representation of promoted SC/ST employees in Group-A during the past five years.

It fell below the mandated 15 percent for SC and 7.5 percent for STs, he said quoting the panel. “Similar underrepresentation is also observed for Group-C and D,” the memorandum noted.
Referring to the committee’s recommendations, he said if eligible candidates were not available in the feeder cadre, backlog vacancies should be temporarily diverted for direct recruitment through departmental exams exclusive for SC/STs.
Thirumavalavan further said the panel had “pointed out while DOPT (Department of Personnel and Training) instructions mandate reservation for SCs, STs, and OBCs in temporary appointments lasting 45 days or more, various PSUs, banks and their subsidiaries are outsourcing specific non-cadre works to contractors, neglecting the reservation for SCs and STs”.
He reminded that the committee had recommended the Union government take effective steps to ensure the proper implementation of the mandated reservation for SCs and STs.
