VB-GRAM G scheme from 1 July; TN, Karnataka to roll out project

Synopsis: Every eligible rural household will be provided 125 days of employment annually. The Viksit Bharat – Village Employment and Livelihood Scheme (VB-GRAM G) will come into effect in Tamil Nadu along with other states on Wednesday, 1 July.

The Union Government has announced that all administrative and financial arrangements have been made for the scheme’s nationwide implementation on Wednesday.

The Tamil Nadu government issued an order on Monday, 29 June, notifying the scheme’s launch.

Under the new scheme, every eligible rural household will be provided 125 days of employment annually. If employment is not provided within 15 days of submitting an application, an unemployment allowance will be given. The government order also states that if wages are not paid within 15 days, compensation will be provided for each day of delay.

Based on development plans prepared by village panchayats, projects will be implemented under four major categories — water resource conservation, rural infrastructure development, livelihood-enhancing assets, and disaster prevention works.

These include road construction, restoration of ponds and water bodies, construction of anganwadi centres, libraries, self-help group buildings, rainwater harvesting systems, flood prevention measures, and disaster management works.

Incidentally, the Tamil Nadu Assembly had on 23 January unanimously adopted a resolution opposing the VB-G Ram G scheme. The resolution was moved by MK Stalin, the then Chief Minister.

The central Ministry of Rural Development has released an interim fund of ₹95,692.31 crore to states and Union Territories for the effective implementation of the scheme, which replaced the UPA-era Mahatma Gandhi National Rural Employment Guarantee Act, 2005 (MGNREGA).

The Congress government in Karnataka announced a week ago that the scheme will be implemented from 1 July, even as it prepared to challenge the new law in the Supreme Court.
