A month after Tiruvannamalai rape, TN invokes Goondas Act against two former cops

Tiruvannamalai District Collector K Tharpagaraj ordered the detention of former second-grade constables Suresh Raj and Sundar under the the Goondas Act based on Superintendent of Police M Sudhakar's recommendation.

Police arrested Suresh Raj and Sundar in September. They were dismissed from service on 2 October.

Synopsis: The rape survivor from Andhra Pradesh was riding a goods vehicle ferrying plantain along with her foster mother when Raj and Sundar, then on patrol duty, flagged down the vehicle near the Aendal bypass on 29 September. The women were on their way to the famous Arunachaleswarar Temple.

Two former constables of the Tamil Nadu police were on Wednesday, 29 October, booked under the Goondas Act after they were arrested for raping an 18-year-old woman a month ago.

Tiruvannamalai District Collector K Tharpagaraj ordered the detention of former second-grade constables Suresh Raj and Sundar under the Tamil Nadu Prevention of Dangerous Activities of Bootleggers, Drug Offenders, Goondas, Immoral Traffic Offenders, Forest Offenders, Sand Offenders, Slum-Grabbers and Video Pirates Act, 1982, based on Superintendent of Police M Sudhakar’s recommendation.

Both accused were dismissed from service on 2 October.

The crime

The rape survivor from Andhra Pradesh was riding a goods vehicle ferrying plantain along with her foster mother when Raj and Sundar, then on patrol duty, flagged down the vehicle near the Aendal bypass late on 29 September. The women were on their way to the famous Arunachaleswarar Temple.

Raj and Sundar, then attached to the Tiruvannamalai East Police Station, interrogated the women and the driver. Though the mother-daughter duo said they were on a temple visit, the cops made all three alight from the vehicle on grounds of “suspicion”.

The driver, not knowing how to handle the situation, left the spot with his vehicle. The two policemen then told the mother and daughter that they would take them separately to the temple on their two-wheeler. Instead, the men allegedly diverted towards Villupuram Road, around three kilometres away.

It was alleged that one of the men pushed the mother into a thorny pit along the road while the other dragged the younger woman to a nearby cremation ground, where the men took turns in violating her, before fleeing the scene.

Around 4 am, the young woman reportedly regained consciousness and staggered onto the road seeking help. Some passersby, suspecting her condition, did not intervene. She eventually reached a nearby brick kiln, where workers immediately informed the 108 ambulance service.

Meanwhile, the mother, too, reached the same brick kiln. Both women were rushed to the Tiruvannamalai Government Medical College Hospital.

Based on the women’s complaint, police arrested Raj and Sundar, and suspended them from service. Tamil Nadu DGP accepted a recommendation for their dismissal on 2 October.
