The family of a Telangana woman, who recently gave birth to a child, alleged the delivery happened on the porch of the primary health centre, in Medak district, because of the absence of medical staff and the centre was locked. Apparently, the staff had been absent for the past eight days and the doctor appeared only the next afternoon.
