Prime Minister Narendra Modi put Indian Muslims, illegal migrants, and “people with more kids” in one box while addressing an election rally in Rajasthan. Modi claimed — erroneously — that his preceding UPA government had said that “Muslims had the first claim to India’s resources”. His remarks seemed like a dog whistle with communal undertones that were on-brand for BJP’s Hindutva narrative.
