Last time he was chief minister of Karnataka, Siddaramaiah ordered a caste census. This time around, the onus is on him to accept the report. It is not easy, given the challenges powerful castes. However, if it cannot be implemented in a state where the Congress has a complete majority, it will question the party’s national commitment to social justice.
