Kerala is on the path to fiscal consolidation and employees, pensioners and teachers will get their entitlements, state Finance Minister KN Balagopal told the Assembly on Wednesday, 19 June. Balagopal also said Kerala was under financial stress due to natural calamities, demonetisation, changes in central tax allocation, as well as curtailing of its borrowing limit by the Centre.
