For Tamil Nadu, committed to a dry law on paper, almost a third of its revenue comes from the sale of liquor. The state government manufactures and sells the IMFL as a wholesaler and retailer. Even though the state has numerous licensed liquor shops, there is a huge market for the illicit brew, which turns deadly once in a while, like in Kallakurichi.
