Can Jagan be LoP although YSRCP doesn’t meet the seat limit?

Former CM YS Jagan Mohan Reddy wants to be Leader of Opposition in the Andhra Pradesh Assembly. Going by rules, YSRCP must have at least 18 sets, but it has only 11. The supporting argument is that he should still get the status because all other major parties are part of the government, leaving his party as the main opposition.
