The Telangana government set up the council under the central government’s Joint Consultative Machinery guidelines.

The Telangana government has reconstituted the Civil Services Joint Staff Council (JSC) after nearly 12 years. A notification issued on Wednesday, 10 September, reconstituted the council for 2025.
The new JSC’s term will be in office till 31 December 2025. It is expected to strengthen ties between the administration and employees, address grievances, and improve public service delivery. The move will directly benefit over three lakh government employees in the state.

The council has been set up under the central government’s Joint Consultative Machinery guidelines. Its core responsibilities include protecting staff welfare, resolving grievances, and ensuring effective cooperation between the state and employees.
The JSC will enable two-way dialogue on key service issues. These include pay, allowances, promotions, working hours, discipline, tenure, and retirement benefits.
The council will also review office procedures, suggest improvements in work methods, and involve employees in policy decisions affecting service conditions.
Officials expect the JSC to provide a formal platform for dialogue and reduce the chances of disputes escalating into agitations or strikes. In recent years, employees have repeatedly agitated over pending dearness allowance arrears and pay revision commission recommendations.
Mandatory meetings
Quarterly meetings will be mandatory. Each side must have at least three members present to meet the required quorum. Decisions will be taken by majority vote, and unresolved issues will be referred to the General Administration (Services Welfare) Department.
The government has retained the flexibility to reconstitute the council or expand membership as needed. A designated secretary will record all proceedings. By reviving the JSC, the state looks set on increasing workplace efficiency, strengthening employee participation, and building a culture of cooperative problem-solving.
Employees Joint Action Committee chairman Jagadeshwar and general secretary Eluri Srinivasa Rao hailed the decision of the government. After accepting a letter from the government notifying the constitution of the joint staff council, they thanked the government for giving the recognition the employees deserved.
