Synopsis: Opposition MPs staged a protest outside the Parliament over the Special Intensive Revision of electoral rolls in Bihar. They also demanded a discussion on Operation Sindoor.
On the second day of the monsoon session on Tuesday, 22 July, Opposition MPs staged a protest outside the Parliament over the Special Intensive Revision (SIR) of electoral rolls in Bihar.
Congress MP Manickam Tagore had submitted an adjournment motion to discuss the SIR, saying that it is a “part of a conspiracy to snatch the voting rights of the poor people of Bihar”.
The monsoon session will continue till 21 August, with a break from 12 August to 18 August, and will have 21 sittings across 32 days.
Tagore also cited the reasons for his claim, including risk of disenfranchisement, opaque and arbitrary process, inappropriate timing and logistical challenges, constitutional and legal concerns, inaccessible documentation requirements, and allegations of political manipulation.
Meanwhile, both Houses of the Parliament were adjourned till 12 pm following sloganeering by Opposition MPs over the demand to discuss the issues they raised, including SIR in Bihar and Operation Sindoor.
Further, this was the first day of the Rajya Sabha following the resignation of Jagdeep Dhankar as the Vice-President.
He had cited health issues for his decision.
On Monday, both Houses were adjourned briefly following the Opposition’s demand to discuss Operation Sindoor and Prime Minister Modi’s clarification on foreign policy occurrences in its aftermath.
On Tuesday also, Opposition MPs demanded a discussion on Operation Sindoor soon after the House met at 11 am.
Agriculture Minister Shivraj Singh Chouhan appealed to the Opposition to return to their seats so that the House can take up questions related to farmers during the designated time of Question Hour.
“This day belongs to the farmers. Please allow the House to function so that we can discuss the issues related to the poor, farmers and the village,” he said.
Speaker Om Birla intervened and told the Opposition MPs that sloganeering and showing placards are not allowed inside the House.
As the opposition members continued the protests, Birla adjourned the House till 12 noon.
In Rajya Sabha, there was also a demand to discuss the resignation of Dhankhar from the post of Vice President of India. This led to an uproar, with several members entering the Well of the House to protest against the rejection of their adjournment notices.
