Synopsis: HN Nagamohan Das Commission submitted an interim report on internal reservation for Scheduled Castes (SC) to Karnataka Chief Minister Siddaramaiah. The commission was set up after the Supreme Court asked the states to provide internal reservations for SCs.

The HN Nagamohan Das Commission submitted an interim report on internal reservation for Scheduled Castes (SC) on Thursday, 27 March, to Karnataka Chief Minister Siddaramaiah.

According to reports, the commission has relied on the data of the 2011 census and recommended ways and means to provide internal reservation to other castes belonging to the SC community.

The commission was set up after the Supreme Court asked the states to provide internal reservations for SCs.

Earlier, the Congress government, in its election manifesto, had mentioned providing internal reservation to the SC community. According to a Supreme Court order, 17 percent of the reservation matrix will be divided between 101 Scheduled Castes in the state.

The commission

The order on appointing Das to head the commission was issued by the Social Welfare Department based on the decision of the Cabinet taken on 28 October.

Nagamohan Das, a retired judge of the Karnataka High Court, was tasked to recommend the government on the internal reservation and was given two months to submit its recommendation.

The commission has been set up to recommend ways and means of implementing internal reservation while adhering to Supreme Court guidelines and based on empirical data.

Reports say it has been asked to rely on the 2011 census data to make its recommendation. Till the report is discussed and implemented, fresh notification for recruitment, filling of backlog posts, and promotions in government departments have been halted.

“Congress government is committed and is very clear about implementing internal reservation. The committee was set up to recommend internal reservation based on the Supreme Court’s directive and on empirical data. In the light of the interim report being expected next week, we held a discussion,” Social Welfare Minister HC Mahdevappa told reporters in Bengaluru on 24 March, reported The Hindu.

In 2012, the AJ Sadashiva Commission had submitted a report on internal reservation, recommending a sub-matrix within the reservation quota for Dalit left and Dalit right communities, Lambanis, Bhovis, Koracha, Koramas, and other communities.
