Synopsis: Leader of Opposition in Lok Sabha Rahul Gandhi alleged that 25 lakh fake voters were added in the Haryana Assembly polls and that the proof lies in the data of the Election Commission. He highlighted the process of adding fake voters, using EC data.
Leader of Opposition in Lok Sabha Rahul Gandhi on Wednesday, 5 November, alleged that 25 lakh fake voters were added in the Haryana Assembly polls and that the proof lies in the data of the Election Commission.
“When we investigated Mahadevapura and Aland (Karnataka), we suspected that the problem was not limited to individual constituencies, but happening at the state and national levels. We began receiving numerous complaints from Haryana, where people said irregularities were taking place. We also had similar experiences in Chhattisgarh, Madhya Pradesh, and Haryana,” Rahul Gandhi said.
He alleged that the Election Commissioners colluded with the BJP, the prime minister, and the Union home minister to destroy democracy. He highlighted a photo of a Brazilian model, which was used to create 22 voters in 10 booths.

He said it’s the responsibility of the people to restore democracy in India.
Rahul Gandhi said the Congress decided to look closely at Haryana as all exit polls pointed to a Congress victory — a massive sweep was predicted.
“But what happened in Haryana was unprecedented. For the first time in the state’s electoral history, the postal ballot results were completely different from the actual vote count. Congress secured 73 postal votes while the BJP got only 17. This had never happened before. When I first saw the data, I was shocked. I could not believe it and asked my team to cross-check it multiple times.”
“We are now going to prove everything with data. I want the young people — Gen Z — to understand this clearly: your future is being stolen. I am questioning the Election Commission and the democratic process, and I have proof,” he said.
“Just two days after the election, the Haryana chief minister said that the BJP had all the vyavastha (arrangements). Think about that — when all exit polls predicted a Congress victory, the CM says the BJP had the “system” and Congress lost the Haryana election by just 2,22,000 votes,” he added.
He claimed that one in every eight votes in Haryana were stolen.
He said there are 5.2 lakh entries across Haryana with the same name, relative name and age within the same constituency. “There are also 1.2 lakh entries where many “voters” share the same photograph. Shockingly, many people have the same photograph but different names,” Rahul Gandi said.
Showing the image of a woman, he said, “This woman, whose photo appears on the voter list, voted 22 times in 10 different booths using multiple names in the Rai Assembly constituency. Someone added her to the voter list centrally, just like in Aland and Mahadevapura.”
“But here’s the shocking part: she’s a Brazilian model. She is one among 25 lakh fake voters in Haryana’s voter list,” he added and displayed a QR code linking to the model’s social media page.
“What is a Brazilian woman doing in Haryana’s electoral rolls? There is no logic or reason — this is vote theft on a massive scale. We have identified 25 lakh fake entries in Haryana, across five categories,” Rahul Gandhi said.
“Since our Mahadevapura exposure, we have not been able to access Form 6 data. The Election Commission has refused to share the details of additions and deletions. We estimate another 7–8 lakh fake voters exist — though we don’t yet have proof for that number, we do have solid evidence for 25 lakh fake votes. That means one in every eight voters in Haryana is fake. Despite this, Congress lost by only 2.2 lakh votes,” he added.
He also highlighted a case in one assembly, where a single photo appears 100 times — all used to create fake identities, which he claimed was to allow BJP workers from other states to come and vote.
Further, he invited two journalists to the stage to check the EC data. They found that the same picture appears multiple times with different names and addresses.
One woman’s image appeared 223 times across two polling booths. “She could have voted hundreds of times,” Rahul Gandhi said.
“The Election Commission must explain this. Why is CCTV footage destroyed? Why are blurred and duplicate photos appearing in multiple booths? This cannot be done at the booth level — it’s a centralised operation,” he said.
“There are numerous duplicate voters — the same person registered in different booths or states. The Election Commission has the technology to delete duplicates in minutes — but it isn’t doing it,” Rahul Gandhi said.
“Why? Because this is being done to help the BJP. There is clear proof that BJP leaders and the Election Commission are working together.”
“BJP leaders from Uttar Pradesh are voting in both UP and Haryana. For example, Dalchand, a BJP sarpanch from Uttar Pradesh, has votes in both Haryana and Uttar Pradesh. His son, too, is registered in both states, even under the same name.”
“Prahlad, another sarpanch, has votes in UP and Bihar. These are not isolated cases — there are lakhs of such instances. He showed a video of a BJP leader, B Gopalakrishnan from Kerala, admitting: “No doubt, we will bring people from other states, even from Jammu and Kashmir, to vote in seats we decide.”
Over 93,000 voters were listed with invalid numbers like House No. 0.
Rahul Gandhi said the EC claims “0” is used as the address for homeless people. “So, we systematically checked all ‘House Number 0’ entries,” he added.
“For instance, one man named Narendra was listed under “House No. 0”. When we visited, we found he was not homeless and lived elsewhere. The EC is lying to the people of India. The photos clearly show these are not homeless individuals.”
This was done to make verification impossible.
Further, he highlighted the instances of numerous voters in the same address, including those of BJP leaders.
In one BJP leader’s house, 67 people were listed as voters. In another address, which could not be found, it was 501. In yet another, 108 voters, but no such people exist there. Rules say that if more than 10 people are registered in one house, there must be a ground verification. That rule was clearly ignored, and if not, these voters would not have been there.”
He further said, even though they didn’t have the EC data, ground investigation revealed that around 3.5 lakh voters were deleted from the rolls — mostly Congress supporters.
He also showed videos of people who said they voted in the Lok Sabha elections but were deleted for the Assembly polls. Many of them said their names were added after the election was over. “This is the vyavastha the Haryana CM spoke about,” Rahul Gandhi said.
Rahul Gandhi said there were no real elections in Haryana, but vote theft.
“BJP leaders and workers have multiple votes across states — blurred photos, duplicate names, fake entries. In total, 25 lakh fraudulent votes were created. There was no real election in Haryana — it was a theft. And we know who is responsible,” he said.
“All this data comes from official Election Commission records. What we are seeing is the industrialisation of electoral fraud — a system that can be replicated in any state,” he added.
Further, he said the same pattern will appear in Bihar, where the Assembly elections are due in a few days.
“When you ask why we didn’t notice earlier, it’s because the voter lists were provided to us at the last minute. This is being done to kill the Constitution and destroy democracy,” he added.
Further, people from Bihar who voted in the Lok Sabha elections spoke on the stage and said their names were not added for the Assembly elections even after making repeated attempts.
One man from Dharampur said his entire family’s names were removed despite submitting documents twice. Another says 187 names were deleted and 250 new voters were not added.
“This is the reality in Bihar. We can do the same presentation after the Bihar election — and I am sure the results will be identical,” Rahul Gandhi said.
