Synopsis: The Bhu Bharathi portal, officially known as the Telangana Bhu Bharathi (Record of Rights in Land) Act, 2025 came into effect on 14 April. This Act superseded the earlier Telangana Rights in Land and Pattadar Pass Books Act, 2020.
Lunching the Bhu Bharathi portal, created under a new Act — Record of Rights — officially known as the Telangana Bhu Bharathi (Record of Rights in Land) Act, 2025, on Monday, 14 April, Telangana Chief Minister A Revanth Reddy said the state government would introduce “Aadhar for lands”.
He said it is to ensure corruption-free processes.
This Act superseded the earlier Telangana Rights in Land and Pattadar Pass Books Act, 2020, brought in by the erstwhile BRS government.
The Bhu Bharathi, which came in place of Dharani, fulfils a promise the Congress made ahead of the Assembly elections in 2023.
The party had declared that it would dump Dharani into the Bay of Bengal, alleging that the BRS government had misappropriated lands belonging to farmers in the state.
Ahead of the portal’s launch, Revanth Reddy directed district collectors to embark on an intensified awareness program at the field level for the newly launched Bhu Bharathi Portal, touted as a one-stop destination for resolving all land ownership issues of farmers.
“The government designed the Bhu Bharathi Portal after thorough study and research,” he said.

At a meeting held at the Dr Marri Chenna Reddy Human Resource Development (MCRHRD) Institute, the chief minister said the state government takes Bhu Bharathi very seriously and asked collectors to pay special attention to implementing it successfully at the field level.
He said that in the past, farmers had to take legal action as no one bothered to address their land issues. “The Bhu Bharathi Act focuses on resolving land-related issues through the Revenue Department,” he said.
Later, launching the portal at Shilparamam in Hyderabad, he said all struggles in the Telangana region are linked to land ownership. “Komaram Bheem’s ‘Jal, Zamin, Jungle’ struggle, the Armed Peasants’ Struggle, and the Communists’ struggles were all for land,” he said.
The chief minister said the previous government launched the Dharani portal by altering Revenue Acts, which became a hindrance for users. “There were instances of farmers setting fire to Tahsildar offices out of frustration,” he recalled.
He asked, “Isn’t it true that thousands of acres were looted by changing laws? That’s why the People’s Government introduced a new ROR Act to benefit the poor.” He stressed that the responsibility of implementing the new law and ensuring its benefits reach the people lies with revenue officials.
“Our intention is to bring revenue officers closer to the people. We oppose the previous rulers’ approach of making officials appear guilty before the public. Revenue officials are aware of the statements made by the former chief minister in the Assembly,” he said.
The government will take strict action against corruption but oppose blaming officials for past mistakes. In the future, the government will introduce Bhudhaar for lands, similar to Aadhaar for people. “We will conduct surveys and measure agricultural lands to identify boundaries,” he said.
