Synopsis: The health policy aims to cover nearly five crore people in the state. Families below the poverty line will get annual insurance coverage of ₹2.5 lakh through insurance firms and an additional ₹25 lakh through a trust. Families above the poverty line will be eligible for coverage of ₹2 to ₹5 lakh.

The Andhra Pradesh Cabinet on Thursday, 4 September, approved a slew of proposals covering health, medical education, industries, energy, infrastructure, and welfare sectors.

Briefing the media after the meeting, Information, Public Relations, and Housing Minister Kolusu Parthasarathy said that 31 key decisions were taken in the 29th e-Cabinet meeting.

Universal Health Policy

The Cabinet approved the Health Department’s proposal to invite tenders for the design of a Universal Health Policy under Ayushman Bharat-PMJAY and Dr NTR Vaidya Seva, in a hybrid mode.

The scheme aims to cover nearly five crore people in the state. Families below the poverty line will get annual insurance coverage of ₹2.5 lakh through insurance firms and an additional ₹25 lakh through a trust. Families above the poverty line will be eligible for coverage of ₹2 to ₹5 lakh.

The scheme will exclude employees covered under EHS but include journalists under the Working Journalists Health Scheme. Insurance firms will process and settle claims up to ₹25 lakh, with reimbursement later from the government.

Patients must get approvals within six hours of hospitalisation, and hospitals will receive payments within 15 days. Anti-fraud mechanisms of PMJAY will apply. A dedicated control room under the NTR Trust will monitor implementation, covering 3,257 procedures (including 324 in government hospitals).

New medical colleges under PPP model

The Cabinet cleared proposals to establish 10 new medical colleges in PPP mode at Adoni, Madanapalle, Markapuram, Pulivendula, Penugonda, Palakollu, Amalapuram, Narsipatnam, Bapatla, and Parvathipuram.

In Phase I, four colleges (Adoni, Markapuram, Madanapalle, and Pulivendula) will be taken up. All 10 colleges are to be ready for admissions by 2027–28.

Urban development

The Cabinet approved an exemption from stamp duty on sale/lease deeds (on reimbursement basis) for educational and healthcare institutions allotted land in Amaravati after January 1, 2025.

It also cleared an ordinance to regularise 59,375 unauthorised buildings, 49,936 deviations, and 10,212 additional floors constructed up to August 31, 2025, under a new scheme.

Industrial investments

Several major proposals were approved:

  • Mother Dairy Fruit and Vegetable Pvt Ltd: ₹427 crore investment, 180 jobs.
  • Ace International Ltd: ₹786 crore investment, 2,500 jobs (direct and indirect), with 73.63 acres allotted.
  • Skyroot Aerospace Pvt Ltd: Approval for aerospace facilities, including engine test facilities in a proposed Space City; land at ₹5 lakh per acre.
  • Apollo Tyres Ltd: ₹1,110 crore plant in Chittoor, 500 jobs, to be completed by Dec 2027.
  • HFCL Ltd: ₹1,197 crore investment in Madakasira (Anantapur), 870 jobs.
  • Balaji Action Buildwell, Adani Wilmar Ltd, Tyromer Technology, Ramshi Bio Pvt Ltd, Sri Sarvaraya Sugars Ltd, Pattabhi Agro Foods: Incentives under the Early Bird scheme.

MSME Industrial Parks:

  • Varaha Aqua Farms: 93 acres, ₹32 crore, 3,500 jobs.
  • ALEAP India: 13.7 acres in Chittoor, ₹45 crore, 2,500 jobs.
  • J. Kumar Infra Projects: 63.37 acres in Visakhapatnam, ₹237 crore, 5,000 jobs.
  • Mega Industrial Park: IFFCO Kisan SEZ Ltd, ₹870 crore, 25,000 jobs.

Tourism & Hospitality

  • Sri Venkateswara Lodge (Muttangi): 3-star Hilton Garden Inn hotel, 300 jobs.
  • Manjeera Hospitality (Amaravati): 4-star Holiday Inn hotel, 225 jobs.
  • Encalm Vizag Hotels Pvt Ltd (Bhogapuram Airport): 4-star Taj Vivanta hotel, 250 jobs.

Energy projects

  • Reflex Solar SPV Five Ltd: 100 MW solar project in Sri Sathya Sai district, with 30-year land lease.
  • Clean Renewable Energy (Barmer) Pvt Ltd: 950 jobs, ₹1,500 crore solar project relocated to Avuku (Nandyal).
  • Solar Energy Corporation of India Ltd: Two projects in the Sri Sathya Sai district, ₹800 crore, 320 jobs.
  • Navayuga Engineering Ltd: Expansion of Gujjili Pumped Storage Project (ASR district) from 1,500 MW to 2,400 MW.
  • Chinta Green Energy Ltd: Expansion of Koppolu PSP (YSR Kadapa) from 360 MW to 2,400 MW.
  • Hexa Energy BH Five Pvt Ltd: 100 MW wind-solar hybrid project in YSR Kadapa.
  • Bright Future Power Pvt Ltd: 349.8 MW wind project in Anantapur.
  • Serentica Renewables (India-24 & India-25): 550 MW wind projects in Anantapur and Kurnool districts.

Water Resources

  • ₹571.46 crore approved for flood damage restoration works across 13 constituencies.
  • The limit for handing over O&M works to Water Users Associations has been raised from ₹5 lakh to ₹10 lakh.

Electronics & IT

  • Sirma SGS Technology Ltd: 26.7 acres at Naidupeta for PCB, CCL, EMS plants. ₹1,595 crore investment, 2,168 jobs.
  • Hindalco Industries Ltd: ₹586 crore aluminium extrusion facility for electronics supply chain, 613 jobs.

Transport & roads

Cabinet approved amendments to the AP Motor Vehicles Taxation Act, 1963, reducing the “green tax” for transport vehicles. A new Bill will replace Ordinance 4 of 2025.

Agriculture

Nellore: 19.69 acres of AMC land allotted to Nellore Municipal Corporation for the new vegetable market.

Rural Development

Cabinet approved the Operation and Maintenance Policy (Rural Drinking Water Supply Schemes) under Jal Jeevan Mission guidelines, ensuring sustainable water management and community-based monitoring.

Higher education

Cabinet approved amendments to the AP Private Universities Act, 2016, to streamline the establishment and regulation of private universities by removing mandatory joint certification requirements.
