Synopsis: The Andhra Pradesh government initiated disciplinary proceedings against retired IPS officer K Raghuveer Reddy following a formal inquiry into alleged violations ahead of the 2024 Assembly elections.
The Andhra Pradesh government initiated disciplinary proceedings against retired IPS officer K Raghuveer Reddy following a formal inquiry into alleged violations during his tenure as Nandyal Superintendent of Police (SP) ahead of the 2024 Assembly elections.
In the Government Order (GO) No. 1476, issued on Thursday, 7 August by the General Administration Department, the government directed Raghuveer Reddy to submit a written statement of defence in response to the charges.
The inquiry is being conducted under Rule 8(2) of the All India Services (Discipline & Appeal) Rules, 1969.
Although the government order does not explicitly detail the charges, it is widely believed that they pertain to Reddy’s alleged failure to prevent a massive public gathering in front of the residence of YSRCP candidate Shilpa Ravichandra Kishore Reddy during the model code of conduct (MCC) period.
The incident in question occurred on 11 May 2024, when film actor Allu Arjun, a close friend of the YSRCP candidate, visited Nandyal and waved to a large crowd of fans gathered outside the MLA’s residence. His visit happened just two days before polling, during the mandated “silent period” under the MCC and while Section 144 CrPC was in effect—prohibiting public assemblies.
The visit, conducted without prior approval from the Returning Officer, raised serious concerns about the violation of election norms and the breach of law and order.
Subsequently, the Andhra Pradesh Police registered a case under IPC Section 188 against Allu Arjun and the candidate for disobeying lawful orders. The Election Commission of India also took note of the incident and reportedly sought an explanation from the local authorities.
Despite a representation from Raghuveer Reddy on 22 May 2024, requesting that the charges be dropped, the state government decided to proceed with a regular departmental inquiry. The government has appointed PHD Ramakrishna, Inspector General of Police (Intelligence), as the Inquiring Authority.
Dr Shemushi, Deputy Inspector General of Police, Anantapur Range, has been designated as the Presenting Officer. The inquiring authority is expected to submit a detailed report after completing the investigation.
